Description
The National Institutes of Health (NIH), Office of Research Facilities (ORF), Office of Acquisitions is seeking Sources Sought from small businesses to provide maintenance and repair of specialty finishes in support of the Association for the Assessment and Accreditation of Laboratory Animal Care (AAALAC) program at the NIH. The contractor shall provide, on a rotating basis, required maintenance and repair to walls, ceilings, and trim for animal care and use facilities at NIH facilities in Bethesda, Rockville, and Poolesville, Maryland. The Contractor is required to respond to requests for specific work areas as provided by Project Officer. The contractor shall maintain current knowledge of all pertinent standards and criteria pertaining to AAALAC accreditation for NIH’s animal care facilities. The repair, overhaul, and replacement of coatings described herein shall be performed by the contractor and, unless otherwise stated, applies to all painted surfaces. Services may include but not be limited to: a) Maintain epoxy paint at walls, ceilings, and trim; b) Maintain silicon sealant at all interfaces of dissimilar materials, c) Patch and repair of plaster, gypsum, and metal surfaces as required; d) Purchase and installation of all essential materials needed for each task; and e) Customer service and support to Animal Program Facility Managers, Facility Contractors, and Facility Coordinators. Contractor is required to maintain a dedicated, trained workforce. All of the contractors’ personnel assigned to the performance of this requirement shall be trained and qualified technicians. The contractor shall include in his/her proposal, when requested, proof of training and experience of the personnel that will be used to perform the maintenance services and repairs specified herein. Contractor must be able to show proof of medical physicals and TB tests (every 6 months) to ensure that their staff does not introduce human pathogens that may be transmitted to the animal population. Potential sources must demonstrate and document the following in their capability statements: Offerors may be required to demonstrate relevant experience, appropriate certifications, necessary personnel, and adequate facilities. Currently, NIH intends to issue a solicitation for one base year and four one-year options at a total estimated value not exceeding 3.5 million dollars. Interested Small Business organizations should respond with a capability statement no later than 08 August 2008 and must not be any longer than 10 pages in length. Capability statements must reference similar work that has been performed by the contractor, the dollar value of that work, and contract information for references knowledgeable about the quality of work completed. All organizations who respond to this announcement will receive notification of how NIH intends to proceed with this requirement. Please reference the solicitation number on all related correspondence. No collect calls will be accepted. No facsimile transmissions will be accepted. This notice is for information and planning purposes only and does not commit the Government to award a contract now or in the future. This is not a request for proposals. The Government does not intend to award a contract based on responses under this announcement. Any proprietary information should be so marked. Interested organizations presenting a capability statement in response to this sources sought announcement must identify their size status and NAICS Codes Certifications.
