- The Social Security Administration (SSA) requires the services of an internist or orthopedist to serve as a Regional Medical Consultant Coordinator (RMCC) to coordinate physical medicine case reviews of medical claims under the Disability Program of Titles II and XVI of the Social Security Act. This contractor shall serve as a technical advisor to the SSA Regional Office, other medical consultants under contract, and State Disability Determination Services. The services will be performed at the Social Security Administration Regional Office located at 1301 Young Street, Dallas, Texas. During the period of the contract, the RMCC will coordinate the services of the internal medicine, orthopedic, pediatric, and speech and language medical consultant contractor subspecialties to ensure consistency in their dealings with the Regional Office and State Disability Determination Services and Disability Quality Branch on the medical aspects of case review and policy. The RMCC will participate in training of the Regional Office medical consultants and perform case reviews and quality assurance checks for those consultants. The contractor must have the necessary computer skills to view and input electronic case information. The RMCC provides leadership, technical direction and guidance to the State Disability Determination Services and Federal medical consultant staff who work as case reviewers at the Disability Quality Branch of SSA in addition to case development, review and adjudication functions. The RMCC will assist in identifying medical policy issues and trends and in training disability personnel at the Federal and State level. Some travel may be involved. This acquisition will be for commercial services prepared in accordance with Federal Acquisition Regulations (FAR) Part 12 and will be conducted using simplified acquisition procedures in accordance with FAR Part 13. Contractor will be required to pass a security background check which includes completion of fingerprint cards before beginning performance under the contract. Contractor shall be registered in the Central Contractor Registration database prior to award of a contract. To register, go to www.ccr.gov. You must have a DUN and Bradstreet number and Tax Identification Number (TIN) to begin registration. Offerors must have: (1) a valid license to practice medicine in Texas; and (2) be available for onsite work a minimum of 20 hours per week between the hours of 6:00 a.m. and 6:00 p.m. Monday through Friday. The period of performance will be approximately September 26, 2008 or date of award through December 31, 2008 with provisions for four one-year options. The solicitation is scheduled for release on or about August 8, 2008. This requirement is a 100% small business set-aside. The North American Industry Classification System Code (NAICS) for Internal Medicine and Orthopedics is 621111 and the size standard is $9.0M. Offers received from other than small business concerns will be deemed unacceptable and will be given no further consideration. NOTE: TEXAS LAW PROHIBITS ANY ARRANGEMENT (COPRORATE PRACTICE OF MEDICINE) IN WHICH A NON-PHYSICIAN EMPLOYS A PHYSICIAN TO PERFORM MEDICAL SERVICES ON A SALARY BASIS AND ITSELF RECEIVES PAYMENT FOR THE SERVICES RENDERED.
