- The Uniformed Services University (USU) located on the National Naval Medical Campus (NNMC) in Bethesda, MD intends to issue a requirement for the purchase of an Emergency Notification System (ENS) with support, installation, and maintenance for one base year and four option years. The system will ensure the health and safety of the USU community (students, staff and faculty) working and learning at all USU sites. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. It will be the responsibility of the Contractor to monitor Federal Business Opportunities, http://www.fedbizopps.gov/ for the issuance of any changes/updates to the solicitation. This solicitation is issued as a request for quotation and incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-25. The North American Industry Classification System (NAICS) code is 561621 ( Security Systems Services (except Locksmiths)) and a small business size standard of $11.5 million. This request for quotes is not set-aside for small business. The contract award will be done as a single award contract and all quotes for all the system requirements will have to be submitted collectively. Please submit all questions and concerns in writing by August 12, 2008. All quotes are due on August 15, 2008 at 4:30pm. All quotes must be valid until September 30, 2008. Anticipated award date is September 30, 2008. Quotes may be e-mailed to kshelton@usuhs.mil or faxed to 301-295-1716. SITE VISIT A scheduled site visit will be held on Thursday, August 7, 2008 at 1:00 pm at the Uniformed Services University, Building A, Room 1040C. Attendees should allow adequate time to gain access onto the Government facility. Because of the heightened security measures, NNMC is requiring everyone entering the base to have a government issued ID card, military ID, ID card issued by a Federal government activity/agency, and a valid driver's license. Those who are not employed by the federal government, and as a result do not have official government identification, will be required to be placed on the access list. In order to be placed on the access list you will have to provide the name of the attendees, company name, and a phone number. All requests must be received by Tuesday, August 5, 2008 at noon to be assured access on the base. If you are interested in submitting a quote, but if not be attending the site visit, please send an email confirming non-attendance. The purpose of the site visit is to allow potential qualified companies to gain an understanding of how the emergency notification system will be implemented, and how it will be utilized here at the University. BACKGROUND: The USU Security Office and the USU emergency response community are seeking a single enterprise-wide electronic Emergency Notification System (ENS). We are seeking an electronic notification system to ensure the health and safety of the USU community (students, staff and faculty) working and learning at all USUHS facilites. An electronic system will provide a very timely notification process with multiple means of contacting the community. A single enterprise solution could provide a consistent readily accessible medium for use, satisfy the needs of multiple stakeholders, and provide a single solution for training and maintenance purposes reducing the overall maintenance costs (time, training costs) of the solution We now use manual means of notifying the USU Community of emergencies, but there is considerable variance in the effectiveness and efficiency of our current method. The manual method is not satisfactory because it takes too long to notify and alert everyone, does not provide multiple redundant means of notification and involves too many steps in our process. LEGISLATIVE COMPLIANCE: The Federal Preparedness Circular (FPC) 65, Federal Executive Branch Continuity of Operations (COOP), advises all agencies to be prepared in the event of a COOP catastrophe and declaration. A COOP declaration requires immediate and timely notification of the event to our community and that we provide direction to them. This initiative has a direct and material affect on USUHS ability to meet the requirements of FPC 65. STATEMENT OF PURPOSE The purpose of this acquisition is to acquire the software and or services of a vendor that provides an electronic ENS accessible from the Internet or phone which can alert computers, cell devices, telephones and send notices via email that is cost-effective and provides total life-cycle support. The system must be able to acquire user information from multiple sources including self-subscription (following authentication), Novell and Active Directory, file upload of account information and groups established through the vendors site. The migration should be smooth for our management and associates. SCOPE OF WORK: The ENS application will provide simple methods to quickly broadcast reliable information to pre-defined groups of people in emergency events. The vendor will provide support application from their location (this will be a remote requirement); however, the vendor is expected to assist with initial system set-up and initial user/administrative based training. Depending on the complexity of the vendors systems this will mean onsite visits during initial system deployment. The system supports administrator defined, Novell and Active Directory defined users and groups, as well as administrator maintained opt-in groups. To initiate a notification, an authorized broadcaster initiates the broadcast from an ENS website. The authorized broadcaster selects predefined group lists with telephone numbers and other contact information such as cell device numbers and email addresses associated with them. The broadcaster sends alerts to one or multiple mediums to notify users (on computers, cell devices, telephones, email, web message or all of these simultaneously). The application attempts to contact the members of the lists using all means selected by the broadcaster. The status of the broadcast can be generated in a summary report or various reports by each medium (computer, cell, telephone) that provide the results of each message sent out by the ENS. Reports should be exportable in spreadsheet or.PDF format. The ENS should be capable of supporting a population of 2,500 for multiple devices for a minimum of six notifications per year. ONSITE MEETINGS AS REQUIRED: During the implementation phase of this contract, the contractor will attend onsite meetings with the USU staff as required. Contractor personnel should hold security clearances at the secret level or above. EVALUATION FACTORS: The government will award a firm-fixed-price (FFP) contract resulting from this solicitation to the responsible offeror whose offer, conforming to this announcement will be most advantageous to the government. Corporate Experience - Describe your experiences with Emergency Notification Systems (ENS). Additionally, address any specific training or personnel (certifications or licensing), etc. Standards of Operating Procedures - Describe your standard operating procedures to maintain the ENS. Describe your best practice approach to executing tasks to hardware and software maintenance, ensuring that process continues uninterrupted and is completed on a prescribed schedule. Also, please submit attached Functional ENS Requirement sheet numbers 1-62 with offer. Past Performance - Provide five references of similar services to be contacted by USUHS personnel include: Company name, description, point of contact, phone number, e-mail address (optional), contract value, and period of performance. Price - Provide pricing for the base and option years indicated above for Clins 0001 thru 0006. Technically Acceptable - This will be determined solely on the content and merit of the submitted in response to the provisions as it compares to the minimum characteristics provided above. Therefore, it is essential for the offerors provide sufficient technical literature, documentation, etc. in order for the Government evaluation team to make an adequate assessment of the offer as meeting technical acceptability. Award will be made on a best value determination considering price and non-price factors listed above. (d) Comptroller General Examination of Record.
