Description
A001: Amendment No.1: Questions: 1. The SOW implies that the DM Contractor is to Travel to the KRG only; please confirm that this is correct and no travel to Baghdad is needed. Answer: 1. Correct, travel to Baghdad is not necessary. Question: 2. Although the KRG is relatively autonomous, it is tied to the central government in Baghdad (in one way or another). Has TDA taken this into consideration in the design of this DM? Answer: 2. Yes, USTDA has taken this into consideration. Question: 3. Given our experience in the KRG, it is of vital importance to utilize local (KRG) sub-contractors and/or individuals in any similar assignment. This is due to a number of reasons, most important of which is the language barrier as many KRG government officials do not even speak Arabic; let alone English. The question is whether TDA is flexible on the extent to which the DM Contractor can utilize local expertise as part of this DM given the country’s special circumstance? Answer: 3. Annex II in the RFP states “Award is limited to U.S. firms or U.S. individuals. Contractor and U.S. subcontractor employees used shall be either U.S. citizens or non-U.S. citizens lawfully admitted for permanent residence in the United States. Contractor use of subcontractors is limited to less than fifty percent of the proposed price. International transportation and insurance must have their nationality, source and origin in the United States. Local lodging, food, and transportation in the host country are not subject to this restriction.” Question: 4. Is there an estimated timeframe for this; with Ramadan approaching, it might be best to have the field visit conducted in October; is TDA open to this time table? Answer: 4. USTDA prefers that travel for this DM be completed before Ramadan. Question: 5. Would the Medevac and other insurance requirements be waived considering that Medevac does not issue insurance to Iraq and Afghanistan? Answer: 5. As far as we know, medical evacuation insurance is available in Iraq. We have found coverage policies through a number of carriers. They would not cover emergencies related to the war and would not evacuate with civilian vehicles if the situation did not allow for civilian vehicles to operate. The DM is traveling to Erbil, which is fairly removed from the warzone.
