Description
NAICS Code: 541620 THIS IS A SOLE SOURCE PROCUREMENT, NOT AN RFQ. NAICS: 541620 The U.S. Environmental Protection Agency (U.S. EPA), Office of Air and Radiation (OAR), Climate Protection Partnerships Division (CPPD) intends to award a sole source fixed-price Purchase Order using FederalAcquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to the Northeast Energy Efficiency Partnerships, Inc. of Lexington, MA. The purpose of this acquisition is to 1. Convene and facilitate a steering committee with regional representation, 2. Develop materials for the Forum?s governance and operational structure, and 3. Prepare a final steering committee Forum plan in support of the Northeast Evaluation, Measurement and Verification (EM&V) Forum for Demand-Side Resources. The purpose of the Forum is to support the development and use of common and /or consistent protocols to measure, verify, track and report the energy and demand savings, costs and emissions impacts of energy efficiency and other demand-side resources implemented pursuant to state and regional energy and environmental policies and markets in the Northeast. The forum is a critical element in advancing EPA?s goal of achieving cost-effective energy efficiency as set under its National Action Plan on Energy Efficiency. NEEP is uniquely qualified to provide this expertise because it is the only organization working to advance best practices and approaches to EM&V on a multi-state basis and the only organization with staff expertise in EM&V methods and state-specific approaches. This positions NEEP as the single entity capable of leveraging both resources and lessons learned from individual jurisdictions and providing them for the benefit of multiple states and the region at large. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. No contract will be awarded on the basis of orders received in response to this notice. Notwithstanding, any firm who believes it is capable of meeting EPA?s requirements as stated herein may submit a response, which if received within 10 calendar days of date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the government.
