Description
DHS, Federal Protective Services has a need to purchase a surveillance van in order to conduct covert operations. This van shall look like a commercial van from the outside and be modified with the necessary equipment in order to successfully conduct the operations. Therefore, FPS is issuing a Source Sought notice for the following requirement: Cargo van (Ford E-250 Econoline cargo van or equal). Front and rear factory heat and air conditioning. Power door locks and windows, on all doors. All materials used in the conversion of this vehicle must meet D.O.T. or F.M.V.S.S. applicable requirements. No installed component or modification shall interfere with the function of any factory installed safety equipment. Trades rack disguise system, pvc pipe disguise antenna system and magnetic signs disguise system. The vehicle's function is to provide an area to covertly operate electronic surveillance equipment. All wiring must be installed, routed and terminated to eliminate RFI and EMI interference. All wiring shall meet NEMA RV wiring code where applicable. Van shall provide bulkhead partition with lockable sliding door, welded tubular steel bulkhead frame, sliding partition door equipped with locking mechanism manually operated from rear compartment and key operated from the cab, silent running thermostatically controlled wet ice air conditioner, recirculating hot water heat system and two‑piece portable toilet. Console desk constructed from steel tubing, storage cabinet and desk of steel framing construction. Kneehole opening at the operator's position. Video / Audio equipment rack 19" width standard rack opening and accommodates 14 single rack spaces. Master control panel holds magnetic type switch/circuit breakers for all on‑board items. All controls on Master Control Panel grouped by function, i.e.. Interior Lights, Video Equipment, Climate Controls, etc. for the quick and easy location and operation. Surveillance periscope, daytime color video camera system, LCD video monitor with wall mount bracket, DVD /hard disk recorder with dedicated time/date generator, audio/video matrix switching system, high resolution video printer, video monitor, dual disc digital audio recorder, quad perimeter (officer safety) camera system, antennas and day/night camera system. Contractor will provide extensive training on entire system. The Capabilities Statement for this sources sought is not expected to be a proposal/quote, but rather short statements regarding the company's capabilities.
