This is a SOURCES SOUGHT ANNOUCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge. The Department of Veterans Administration is seeking sources for services to provide ongoing design and maintenance of VATAP intranet and internet websites. Contractor must provide the following requirement: The VA TAP is a field-based national program within the VHA Office of Patient Care Services (OPCS) dedicated to advancing evidence-based decision making in VA. TAP Internet and Intranet websites ( http://www.va.gov/vatap and http://vaww.va.gov/vatap, respectively) are essential to the dissemination of TAP evidence-based information which VA clinicians and managers use to support health policy decisions. The contractor will provide normal ongoing and annual maintenance for TAP websites including regular updating with new reports and information sources. The contractor will continue existing efforts to bring TAP web sites into compliance with VA mandated web regulations, which will include completing ongoing redesign of TAP web pages, completing a database for storing web content, meta-tagging web content, transferring contents to a VA mandated Team Site, and creating a custom search capability for TAP pages. Completing this project will result in meeting the VA-mandated requirements that web page content be database-driven, which then can allow for more comprehensive and efficient updating in the future. The contractor will develop multiple resource pages for national clinical decision support groups in OPCS including the Technology Assessment Advisory Group, the Complementary and Alternative Medicine Advisory Group, and Decision Support Field Advisory Committee, which supports the IMPROVE web portal (IMproving Patient- Related Outcomes Via Evidence-Based Resources; http://vaww.va.gov/vatap/improve.htm). The contractor will continue to update and expand the existing IMPROVE web portal to include: priority VA Health Issues pages for Diabetes, PTSD, and Traumatic Brain Injury; searchable content in the Decision Tools section; additional designed pages to 50+; and federated searching capability to allow more efficient searching of web content. The contractor will complete programming to enable formation of distribution lists that TAP will use for electronic mail alerts and website monitoring of new information on TAP web pages. Finally, the contractor will create sub-popups on the main Left Menu Bar Buttons to enhance a more user friendly interface. The contractor must be able to work remotely and have approved access to the VA Web Development Server. The contractor must have access to and be skilled in the use of Windows PC, Internet Explorer, Macromedia Dreamweaver, FTP Client, Active Server Pages Editor, SQL Server Enterprise Manager and client tools. The contractor is required to have the following current IT certifications and permissions: Microsoft Certified Professional on Web Programming, VA Cyber Security Awareness, VHA privacy policy training including HIPAA. The contractor must be proficient in the understanding of VA mandated web regulations [what is the official name of these regs]. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements.
