Description
The National Science Foundation (NSF) intends to procure on a sole-source basis the sponsorship for the AAAS 2008 Annual Meeting. AAAS is the only known source in its field as it is the interdisciplinary scientific and engineering society in America with 140,000members worldwide and more than 280 affiliated societies. The AAAS Annual Meeting and Science Innovation Exposition attracts more than 6,000 participants including members of the national and international press. The proposed contract action is for commercial services for which the Governments intends to award this action using Part 12 procedures. Interested persons may identify their interest and capability to respond to the requirement. The notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The statutory authority permitting other than full and open competition is 41 U.S.C. 253( c ) (1) – “Only One Responsible Source.” An ombudsman has been appointed to help resolve any offeror’s non-routine matters or concerns that may not have been sufficiently addressed by the Contracting Officer.
