- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 140029 is issued as a Request for Quotation (RFQ) through Federal Acquisition Circular 05-21. The NAICS code 315223 -- All Other Cut and Sew Apparel Manufacturing, and the small business size standard in number of employees is 500. This procurement is a total small business set aside. Note that all items must be made in the USA. The Government intends to award at least one Indefinite Delivery Indefinite Quantity (IDIQ) Contract and may make multiple awards. The period of performance will be from date of award for 12 months (base period) with one option period of 12 months. This Solicitation is compromised of: I. MADE IN THE USA REQUIREMENT II. The Taxpayer Identification Number is necessary for electronic payment. By submitting a proposal, the Offeror acknowledges the Government requirement to be in the Central Contractor Registration (CCR) database prior to award of any contract. All quote submissions will receive a confirmation email; if you do not receive a confirmation then your quote has not been received. For example, a quote for line item 0001 must include one black BDU. Each sample will be returned if a return request is included with the sample stating the complete address; each sample without a return request will be destroyed upon completion of the test. Failure to include a sample for any line item means the quote for that line item will not be considered. If you are not quoting on a certain line item, then do not include a sample for that line item. Sample must be size large or extra large. Sample must be the exact color. Sample must include the embroidery and/or imprint as specified (no exceptions). Each sample must comply with the Buy American Act. Write the offeror name (the same name on the quote) on the hem or back of each sample in ink that will not wash or wear off. No compensation will be made for any sample. EVALUATION FACTORS The Government will award at least one IDIQ contract (possibly more) resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. An award may be made to other than the lowest-price proposal received. The following factors shall be used to evaluate offers: (1) technical acceptability which is pass/fail (step 1); (2) technical quality of the product (step 2); and (3) price. The Government will perform a two-step evaluation. In step one, the initial evaluation will ensure that the sample is in compliance with the stated requirements (e.g., compliance with the Buy American Act, presences of the embroidery or imprint, correct color). Any sample not meeting the stated requirements will be found technically unacceptable. Samples meeting step one will then be tested for quality. Quality testing is defined as a durability test. Testing will take two days and will consist of each item being worn or used for one day, then washed or cleaned, worn/used a second time for one day, and then washed/cleaned a second time. Wash and wear evaluation will be on the lack of shrinkage, minimal fading, the look of the embroidery, the look of the imprint, and the samples overall durability after two wearings and two washings/cleanings. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ VI.
