Description
This requirement is sole source, firm-fixed price acquisition for 36 each Guided Wave Radar Transmitter Units, P/N 705-510A-110 and 36 each Probe Assemblies, P/N 7ER-A110-035 (being bought as a unit called QIS Probe Assemblies); Function: Modification Installation, Spares for the C-130 Modular Aerial Spray System; Delivery required on or before 30 Days after receipt of contract. FOB Destination applies. Delivery will be FB6656 Vienna, OH 44473-5926. The estimated issue date for the solicitation to www.FedBizOpps.gov will be 24 July 2008 with an estimated response date by 6 August 2008, and an estimated award date on or before 30 September 2008. This procurement will purchase the QIS Probe Assemblies. The Probe is composed of a level sensing element and associated electronics, including a transmitter, wiring, signal processing (linearization, scaling, damping), and/or display. The probe system must utilize Guided Wave Radar Transmitter technology. The probe system must operate in the PSI range of 0 to 5000 PSI. Operational temperature ranges are required to be between +32 degrees and +175 degrees Fahrenheit (0 to +90 Centigrade). Spray operations are suspended when the temperature drops below freezing (32 degrees Fahrenheit). The Probe system must have measurement accuracy of ±0.12 inches and programmable to different diameter tanks. The probe system must meet Factory Mutual Research (FM) certifications and approvals for explosion proof/flame proof, intrinsically safe, non-incendiary and non-spark environments. The Probe system must display the tank quantity on the probe in addition to transmitting the quantity to the Aerial Spray operator panel displays. Probe Display must be readable from floor level. The Probe System must have an adjustable / programmable dampening time and calibration capability to compensate for aircraft movement. The length of the existing probes (depth of the tanks) is 35 inches. The openings in the MASS tanks for installing and mounting the probes are 1.5-inch diameter NPT (Tapered National Pipe Thread). The display must have a 45 degree angled display allowing the operator to read the display from floor level without looking over the tanks. Electronic procedures will be used for this solicitation. Authority: 10 USC 2304(c)(1). Justification: initial spares buy, supplies or services required are available from only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements, and in addition the government does not own the data rights for the items being solicited. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. There are no foreseen restrictions to foreign contractor participation at the prime contractor level.
