- This is a SOURCES SOUGHT NOTICE. This notice is for informational and planning purposes only. This is not a request for proposals and does not commit the government to award a contract; therefore, no solicitation is available at this time. An expert panel, convoked by Centers for Disease Control and Prevention (CDC), in February of 2005, recommended that a randomized controlled trial (RCT) be conducted to establish the effectiveness of screening on women's health. A pilot test is currently being conducted to establish the feasibility and acceptability of different approaches to screening and the concordance of the different data collection methods proposed in the RCT. The findings from this pilot study will be used to adjust the sample size required, select a definitive method for screening in this RCT, and refine procedures. This notice is for market research purposes and intended to assist the CDC, National Center for Injury Prevention and Control (NCIPC) acting for the Coordinating Center for Environment Health and Injury Prevention (CCEHIP) in determining the availability of potential vendors that can to conduct a RCT to establish the cost and effectiveness of Routine Screening for Intimate Partner Violence (IPV) and referral to IPV services of asymptomatic women compared to universal education or no intervention on mental health, disability, quality of life, utilization of health care services and IPV services, and exposure to IPV, and to identify other potential side effects (adverse and beneficial) of these interventions. Baseline and one year follow-up measures shall include self-reported mental health, disability, and quality of life; past year utilization of health care based on records. Information on exposure to IPV, disclosure of IPV to others, beneficial and adverse effects of screening, and contact with IPV services shall be collected at the one-year follow-up. The core tasks and minimum contractor requirements shall include: 1) Demonstrate knowledge and expertise in conducting research in exposure to IPV. 2) Experience in writing scientific publications. 3) Demonstrate knowledge in implementing large randomized controlled trials. 4) Demonstrate successful follow-up of difficult to follow populations. 5) Demonstrate adherence to procedures protecting human subjects, and use of A-CASI and CATI technology. 6) Evidence of formal training in clinical epidemiology. 7) Demonstrate adequate qualified personnel to successfully perform the work activities by the required dates. 8) Demonstrate ability to record meeting minutes and synthesize proceedings to develop reports. 9) Display a familiarity with CDC programmatic processes. 10) Experienced in successfully adhering to Institutional Review Boards (IRB) approved protocols, the quality of data collection, and fidelity of the intervention. All responsible sources are welcome to submit a written capability statements demonstrating their ability to perform the aforementioned technical requirements. CAPABILITY STATEMENTS MUST DEMONSTRATE THE MINIMUM REQUIREMENTS OUTLINED ABOVE.
