- This is a combined synopsis/solicitation for commercial items prepared in accordance with theformat in Subpart 12.6, as supplemented with additional information included in this notice.This announcement constitutes the only solicitation; proposals are being requested and a writtensolicitation will not be issued. The solicitation document incorporated provisions and clauses arethose in effect through Federal Acquisition Circular 2001-24. This is a total small business setaside.The North American Industry Classification System (NAICS) code for this acquisition is 813910. The small business size standard is $6.5 million. Specifications for Replacement Spreader: General: This specification shall describe a V-box material spreader capable of hauling and spreading free flowing granular materials from a width of four (4) to forty (40) feet. This unit will consist of a hopper, discharge/feed conveyor, spinner disc, power drive, and all components necessary to make a complete operating unit. The successful vendor shall provide a complete proposal drawing accurately showing the exact model to be provided including all options, and units' loaded and unloaded weights and center of gravity. These drawings shall be provided within 48 hours of award. This unit shall be factory ready to accept or retrofit servo controls. Offerors must submit with their quote, complete specifications on the unit they propose to furnish. Body: The spreader hopper shall be constructed of 10 ga. Steel with a 2" double crimped top edge forming for greater rigidity. The hopper body length shall not be less than 9 feet with 24' longitudinals overhung for supporting the spinner assembly. The hopper shall not be more than 82" outside width with the side height not greater than 50". The capacity of the hopper shall be 4.9 cubic yards water level full. The body sides shall be 10ga steel and will have not less than forty-five degree slope to insure free flow of material to the conveyor. The body ends shall be 10ga steel. The body longitudinals shall be manufactured of 7ga steel and slotted for easy removal of the gearbox/driveshaft. The channel cross sills shall be 3" x 4.1# channel that tie the lower edge of the longitudinals to each side support. These cross supports shall be wide enough to allow the hopper box to be mounted on various width truck frames or slide into a dump box. A 6" wide flange bolt-in H beam will be elevated 3" above the top edge of the hopper thus providing a longitudinal brace and hinge point for the top screens. There shall be a 2" x 2" x 7ga formed angle welded under the H beam to each hopper side for additional side support. The body and conveyor longitudinal shall be electrically welded into a rugged solid unit with a continuous weld between the outside joint to prevent a pocket for rust. A 12" x 18" 7ga feed gate and ruler shall be provided at the rear of the hopper to allow accurate discharge. A screw type gate jack with a stainless steel crank handle and lubrication point shall be provided and be self locking. There shall be 10ga formed steel side supports that extend the full side angle height spaced on approximately 2 foot centers. A heavy duty lift hook shall be provided at each corner. The rear endplate shall be reinforced to give it maximum strength. Conveyor: The conveyor system shall be of the chain bar flight type running longitudinally with the body feeding material to the feed gate opening. The overall conveyor width shall not be less than 24". To protect the chain link strands, the top edge of the longitudinals shall be formed over the strands exposing only the drag chain bar to the material. The bolt in conveyor floor shall be of the flat design and manufactured of 7ga steel, and be equipped with roll over edges. The gearbox shall have hardened ground bronze gears mounted on a 2" diameter drive shaft, and supported on tapered roller bearings. These gears shall be machine cut and mounted in anti-friction sealed bearing and running in oil. The gearbox ratio shall be 50:1. The drive sprockets shall be 8 tooth drop forged steel, keyed to the 2" diameter drive. The idler sprockets shall be 8 tooth drop forged steel, one welded and one floating on the 2" idler shaft. Both the conveyor shafts shall have heavy duty, dust sealed self-aligning four bolt flange bearings equipped with grease fittings. The conveyor shall have an internal front wiper and an external rear wiper. A heavy duty spring loaded idler adjustment assembly shall provide 4" of adjustment for proper chain tension. There shall be extension pipes to allow the front idler bearings to be adjusted at the rear of the hopper. Conveyor Chain: The conveyor chain shall be heat treated 2.25" pitch self-cleaning, pintle-type with 7/16" pins and tensile strength per strand of 21,000 pounds. This chain shall utilize 3/8" x 1 " x 18 " crossbars welded on both top and bottom to every other chain link making an overall width of 22". Crossbars to be positioned on approximately 4.5" centers. Spinner Assembly: The distributor disc shall be 20" diameter of 7ga material and have six (6) replaceable 7 ga steel fins. This disc shall be mounted on a steel replaceable hub connected directly to the top mounted motor. The material shall be guided from the conveyor to the distribution disc by means of two internal, adjustable deflectors. These deflectors shall control the spread pattern from left to right by controlling where the material drops onto the disc. Unit shall have a material diverter plate installed in the rear face of the spinner extension to facilitate material unloading without the need to reposition the entire spinner. Diverter plate shall be adjustable without tools. The entire spinner assembly shall be manufactured of not less than 10 ga steel, and shall be adjustable in height to accommodate the slip in V-box. There shall be a front fixed shield, and three spring loaded adjustable baffles, which are removable without the use of tools. The entire spinner assembly shall be capable of repositioning without the use of special tools to allow for cleaning, storage and unloading from the conveyor without the interference from the spinner assembly. Power Drive: The conveyor chain shall be driven through the worm drive gearbox by a low speed, high torque, and "orbital type" hydraulic motor. This motor shall be directly coupled to the gearbox and protected from the elements by the housing. The gearbox shall have provision for a servo sensor integral with the drive shaft. Top Screens: The top screens shall be constructed of 3/8" steel rods welded to form a 2.5" square mesh which is framed by a combination of " by 1 " flat steel and 2" angle iron with the edge supports reinforced by " x 1" steel bars. Top screens shall be removable and use the "Drop-N-Loc" type hinge. Screens utilizing hardware that may vibrate loose are not acceptable. Powder Coating: All metal shall have the mill scale removed by means of shot blasting. The unit shall then go through a series of high-pressure chemical wash and rinse stages. The unit shall then have a powder resin applied to all metal surfaces. Immediately following the application of the powder, the steel shall be heated to a minimum of 375 degrees for no less than ten minutes. The finished product shall be Orange in color.
