- The U.S. Army Tank-automotive and Armaments Command (TACOM) Warren MI is conducting a Sources Sought Market Survey IAW FAR Part 10 to determine the number of competitive responsible sources and their respective lead times for meeting translation requirements. This notice neither constitutes an Invitation for Bid (IFB) or Request for Proposal (RFP) nor does it restrict the Government to an ultimate acquisition approach. Foreign Military Sales (FMS) requirements exist for translation of English language High Mobility Multi-purpose Wheeled Vehicle (HMMWV) Operator Manual into Arabic and Dari languages. The TM-9-2320-387-10, Operators Manuals for Truck, Utility, contains about 372 pages and can be accessed at http://www.tpub.com/content/operatormanuals/TM-9-2320-387-10/. The Kuwaiti requirement is for 60 manual sets consisting of one hard copy and one CDROM. Afghanistan has two separate requirements for one manual set each. The requirement includes unclassified text translation from English, editing and re-typeset proofing, typesetting, final proofreading of typeset material, delivery of final files to format specified by TACOM, notarized certificate on hard copies. Your comments and recommendations to this survey are requested to help TACOM determine the appropriate acquisition approach. The Army requests the following information from potential sources. 1. General Information. Company Name, Address, Web Site. 2. Contact. Name, Title, Position, Telephone Number, E-Mail Address. 3. How long has your company existed? 4. What supplies, services and product features does your company provide? 5. From English text, into what languages can your company translate? 6. Does your capability include translation of charts, tables, formulas? 7. Does your company have experience in translating HMMWV manuals? 8. How many days after award could one set of the translated text be provided? 9. On what are your translation costs based? words, pages, complexity, options? 10. For same text, what is lead time difference for Arabic and Dari translations? 11. List the formats your company offers for the finished products. 12. Does your company provide printing services? 13. Would you recommend the customer use the CDROM version for printing copies? 14. What are the binding options offered? 15. What is your recommended binding option for manuals used in rough conditions? 16. Is there a minimum or maximum order requirement or quantity? 17. What would be the approximate increase in lead time to provide additional copies? 18. Describe how you would monitor customer satisfaction of the finished product.
