- 1. Q. Profile of materials to be transported and disposed of? A. Sand/soil 2 Q. Format for Bid is past performance, safety, technical proposal, etc, A. Technical, Past Performance and Cost 3 Q. Daily, weekly, monthly load out production schedule of onsite contractor loading trucks. A. Stockpile of sand/soil that will be loaded nightly, anticipate loading as many as sixty trucks or as few as one per shift. 4 Q. Name and contact number for onsite contractor responsible for truck loading. A. The US Army (Government) 5 Q. Is rail available at site and landfill? A. No rail rail available. 6 Q. Logistics requirements A. Transport 20 ton truck loads of material from LCAAP to Johnson County Land Fill 7 Q. Hours of operation A. 0000 - 0600 hours 8 Q. Is this soil already stockpiled in one location? A. Yes 9 Q. Is there a Bonding requirement? A. No bonding required. 10 Q. The requirement states that the contract is good for one year. We do not anticipate transporting 52,000 tons to take a year. Again depending on the number of trucks we mobilize this project can be done in a couple weeks. Please clarify. A. Loading will be done between 0000 hours and 0600 hours. Weather will impact loading. Anticipate as many as 60 trucks and as few as 1 truck per shift. Project could be finished in several months, but could take a year. 11 Q. Who pays for the tipping fees? A. If tipping fee means who is going to pay for the sand soil after it is tipped into the land fill Contractor will be responsible. 12 Q. Is any sampling to characterize the soil involved? A. No. 13 Q. Are there any special restrictions on transportation and disposal (State, local or Army and landfill imposed restrictions or constraints)? A. No. 14 Q. How far within Lake City AAP is the soil stockpiled? A. Two Miles 15 Q. Is this a new procurement or is there an incumbent contractor? A. The disposal and transportation is a new procurement. 16 Q. The synopsis solicitation requires the transport drivers to have Hazmat Endorsement on their commercial drivers license. Does this mean that some or all of the shipments may contain hazardous materials or is this just a precaution? If hazardous, what are the EPA Waste codes? A. This is just a precaution. No it is not Hazardous. 17 Q. Are there any transportation restrictions (weight that can be carried on local roads etc) from Lake City Army Ammunition Plant in Missouri to the Johnson County Land fill in Kansas City? A. Just transportation. 22.5 tons per truck (standard). It is the contractor's responsibility to assure all weight restricitin are adhered to. 18 Q. What is the distance between Lake City Army Ammunition Plant in Missouri to the Johnson County Land fill in Kansas City? A. It is the contractor responsibility to calculated the distance. The Government will not designate route. 19 Q. What are the working hours of the landfill? Would there be any over-time involved for the truck drivers? A. Work hours are 0000 through 0600 hours Monday through Friday, over time is not anticipated. 20 Q. Based on the performance period (1-year) it is assumed that 52,000 tons of stabilized ballistic sand will be transported over 365-days. (4A) Is there any additional information available to narrow down the actual days when the transportation is likely to occur? (4B) What is the anticipated number of trips per day and how many trucks need to be priced? A. 1 to 60 loads per 6 hours shift, estimated average 25 trucks per shift. All government installations are on at least Alpha security, each Installation changes security levels at will. If you have never been a DOD contractor, you can except security time one to twenty minutes to get on site in a commercial vehicle. 21 Q. Are there any other restriction A. Unknow, need to have past experience, always unknowns. 22 Q. Is this a new requirement? A. Yes 23 Q. Is there a limitation as to the type of trucks to be used? A. Standard 22.5 ten wheeler, no tractor trailer dumps 24 Q. Is there a Bonding requirement? A. No, bonding is not required.
