- Requisition Number: FDA1046408 The Food and Drug Administration (FDA) intends to award a purchase order on a non-competitive sole source basis to eHealth Initiative, 818 Connecticut Avenue, N.W., Suite 500, Washington, D.C. 20006. FDA will obtain the following data for a study on Developing a Governance and Operations Structure for the Sentinel Initiative: Submit 10 reports, or combination thereof, within 8 months of the date the contract is awarded. Develop options for the governance and operations of a public-private partnership that would support the goals and objectives of the Sentinel Initiative. Recommendations should be based on existing public-private partnerships of relevance to the Sentinel Initiative. Identify and prioritize principles, attributes, and other considerations for the governance of the public-private partnership that would oversee the operation of an electronic distributed network to support postmarket surveillance. Define potential services and functions that complement the goals and objectives of the Sentinel Initiative that could be made possible by the public-private partnership. Based on similar organizations and initiatives, develop options for a business plan, upfront funding, and an operating budget for a public-private partnership for the Sentinel Initiative. Develop a comprehensive list of the types of electronic healthcare data and other data sources potentially available for use in postmarket surveillance and evaluate the quality of the data. Assess how the data sources currently are being funded. Develop a value proposition and engagement strategy for data holders who may be interested in partnering in the Sentinel Initiative; identify what benefits accrue to them through participation. Develop an incremental launch strategy and work plan for the public-private partnership to support the Sentinel Initiative. Develop potential strategies and mechanisms to gain input on and vet emerging recommendations with key stakeholders—both in the public and private sectors. Based on the above, develop a final report that outlines key recommendations related to the sustainability of a public-private partnership to support the Sentinel Initiative. THIS IS NOT A REQUEST FOR QUOTES. However, sources may submit descriptive literature, fully documenting their capabilities, which will be considered by the Agency. A determination to compete this procurement based on response(s) to this notice is solely within the discretion of the Government. All inquiries must be received by 10:00 AM (1000) EST on 8 August 2008 to the attention of David Kordel, david.kordel@fda.hhs.gov. The FDA intends to make a firm fixed price award immediately after the response date of this notice. The purchase order will be made in accordance with FAR Part 13, Simplified Acquisition Procedures.
