- PROJECT DESCRIPTION -The National Park Service (NPS), Southeast Regional Office, Contracting & Property Management Division, 100 Alabama Street S.W., 5th Floor, 1924 Building, Atlanta, Georgia 30303 is seeking qualified firms or individuals to provide conservation treatment and re-upholster suite of historic furniture exhibited at the Melrose Mansion, Natchez National Historical Park in Natchez, MS. STATEMENT OF WORK - A detailed statement of work will be provided along with the Request for Proposal (RFP) on or about July 30, 2008 and shall include all of the applicable contract clauses and provisions. Responses to the RFP will be due not later than August 19, 2008 at 2:00 p.m. This contract includes the structural stabilization, finish conservation and replacement of the show upholstery of a suite of ten pieces of Rococo Rival Drawing Room Furniture from Melrose. (listed below) The contractor shall provide all services, labor, and tools as well as packing, and transportation of objects. The park will supply the show upholstery fabric; a silk brocatelle produced by Scalamandre. The contractor shall furnish silk upholstery trim as well as any necessary under-upholstery materials. Contractor supplied materials are subject to approval by the park curator. The contractor shall structurally stabilize all frames. The contractor shall re-adhere all loose and separated elements, clean finished wood surfaces, tone in and apply finish to nicks, scratches and abrasions, and apply a protective coat of paste wax to finished wood surfaces. Photos are attached and may also be viewed at http://www.museum.nps.gov/natc/page.htm SUBMISSION REQUIREMENTS and EVALUATION CRITERIA -Proposal submissions must respond to the evaluation criteria as follows: a.Qualifications - A current resume that indicates education and experience in conserving historic upholstered furniture. Provide references and include the resumes of all persons who will assist in this project. b.Approach - Description of approach, including proposed methods, techniques, materials, and expected results. c.Past Performance - Evidence of past experience and performance in comparable projects. (e.g., sample treatment reports/photographs) appropriate to work described in the statement of work. Provide references of previous employers or owners who can verify past experience and performance. These references should include a current contact name, telephone number and/or email address. d.Capability - Statement indicating technical capacity to accomplish the work required (e.g., facilities, equipment) and of ability to meet required dates of completion. e.Transportation - Statement describing proposed methods of transportation (e.g., methods of packing and shipping), security of facility where work will be accomplished, and insurance coverage. Total value to be insured is $100,000.00. SELECTION PROCESS - This competitive procurement is being made pursuant to the best value continuum prescribed in the Federal Acquisition Regulation at FAR Part 15. Therefore, selection will be made to the firm or individual whose proposal offers the best value to the government, technical and price being considered. Technical is slightly more important than price This procurement is 100% set-aside for small businesses and is being made under the Small Business Competitiveness Demonstration Program (FAR 52.219-19). The NAICS Code is 712110; the size standard is no more than $6,500,000 gross average receipts per year over a three (3) year time frame. Small, women-owned, and small disadvantaged, HUBzone, Veteran-Owed and Service-Disabled Veteran Owned firms are strongly encouraged to participate as prime contractors or as members of joint ventures with other small businesses.
