Description
The Department of Health and Human Services (DHHS), Administration for Children and Families, Administration on Developmental Disabilities (ADD), through the Program Support Center (PSC), has a requirement to establish and maintain a National Clearinghouse and Technical Assistance Center on Family Support (NC&TACFS): (1)to assist families of children with disabilities learn about information, services, and supports to help them and their children thrive in the community; (2) to prepare families of children with disabilities to influence the policies, procedures, and practices that encompass or affect information, services, and supports to these families: and (3) to build capacity in family support at the state and local levels. ADD requires that the NC&TACFS have a governing structure that gives families of children with disabilities a leadership role in guiding the operations of the NC&TACFS and considers families of children with disabilities as its primary constituency among the target audiences to be reached. For the purpose of the solicitation and resulting contract, target audiences include - families of children with disabilities, groups, organizations, agencies, and other entities interested in, committed to, or involved in family support. The NC&TACFS will establish methods to identify and reach families of children with disabilities in every State and Territory, and proactively attend to the needs of unserved and underserved families of children with disabilities, including families that speak languages other than or in addition to English, geographically isolated families, disadvantaged families and military families. This effort will be solicited through full and open competition. The North American Industries Classification System (NAICS) is 541611. The Government anticipates awarding one cost-plus-fixed-fee contract to one contractor, with a period of performance of September 30, 2008 through September 29, 2010. The contract will require Offerors that are classified as “Other Than Small Business” to subcontract a minimum of forty percent (40%) of the cost of direct labor to small businesses. Contractors are reminded and cautioned that only Contracting Officers are legally authorized to commit the Government. The solicitation will be issued on or about August 7, 2008. The solicitation and any documents relating to this requirement will only be available through the internet at www.fedbizopps.gov. Potential Offerors are responsible for monitoring this site for the release of the solicitation and any subsequent amendments. Contractors are encouraged to sign-up, on the fedbizopps.gov website, for email notification of all actions relevant to this solicitation. The anticipated date for release of a solicitation is approximately 15 days from the date of this notice. No questions will be entertained at this time. Once the solicitation is released, Offerors will be given an opportunity to ask questions and answers will be posted to www.fedbizopps.gov. Responses to the Request for Proposal (RFP) package will be due 30 calendar days following the actual date of issuance of the RFP. Award of this requirement is anticipated by September 26, 2008. All responsible sources may submit a proposal, which shall be considered by the PSC.
