Description
1. HQ AFSVA in San Antonio, Texas desires information for a Commercial-off-the Shelf (COTS) product to offer its Family Member Programs (FMP) an improved level of standardized business practices and centralized reporting throughout Air Force installations worldwide. FMP include Child Development Centers (CDC) and Youth Programs (YP). Standardized business practices will help customers capitalize on the commercial sector’s best practices which will translate into more efficient operations and potential cost savings. In addition, uniform practices will also allow for improved centralized reporting to the HQ AFSVA’s Shared Service Center. 2. HQ AFSVA is exploring its need for an integrated, web-based Business Management (BM) solution to include Point-of-Sale (POS) capablities that will be deployed worldwide to support FMP. The BM-POS solution must be connected to a centralized network using an Enterprise Intranet Service Provider (EISP) available 24-hours a day, 7 days a week. This EISP will provide a private, secure, fully managed, high-speed commercial global intranet connection to a service delivery point at each Air Force installation worldwide. The EISP shall be fully operational at the time HQ AFSVA deploys the FMP BM-POS capability. 3. The FMP BM-POS solution must be adaptable to support the needs of FMP at the local level and be compatible with the following systems (See Attachment 1 for System Descriptions): 3.1. Air Force Services Financial Management System (AFSFMS), 3.2. Services Agency Information System (SAIS), 3.3. Balanced Score Card (BSC), and 3.4. Internet Based Purchasing System (IBPS). 4. The FMP BM-POS solution must offer a training program that employees will find intuitive. The training program should include the following features: 4.1 On-site training, 4.2. Web-based training, and 4.3. On-line help / technical support. 5. This FMP BM-POS solution shall facilitate all typical transactions associated with FMP to include but not limited to the following specific requirements: 5.1. Ability to assign and calculate total family income and assign fees based on total family income and locally approved fees, assign a United States Department of Agriculture (USDA) category, and interface with family / customer profile. 5.2. Ability to make on-line payments at any FMP location for any account. 5.2.1. Example: A parent may pay CDC / YP and School Age Program (SAP) fees at the CDC. 5.2.2. Secure transaction required. 5.3. Ability to establish and seamlessly adjust various payment schedules (hourly, daily, weekly, bi-weekly, and monthly) based on established weekly fees. 5.4. Ability to establish no-charge / fee parameters during scheduled vacations. 5.5. Ability to support small snack bar and / or small pro shop operations. 5.6. Ability to track attendance over 10 - 12 hours per day and 50 -56 hours per week (user-defined based on local requirements), automatically alerting staff when limits are exceeded and automatically calculate late fees based on user-defined parameters attached to the weekly fees. 5.7. Ability to approve USDA Child & Adult Care Food Program (CACFP) meal/snack based on USDA CACFP requirements. 5.8. Ability to support Inventory Management inclusive of: 5.8.1. snack bar operations, 5.8.2. small pro-shop operations, 5.8.3. scan codes, and 5.8.4. inventory control. 5.9. Ability to provide Customer Relations Management – for example: multiple family registrations quickly, access verification database, online registration, e-mail blasts, transaction history, magnetic stripe customer cards, able to print labels, able to target customer specific requirements, signing members into and out quickly, staff alerts for customers fees or upcoming dues / status, web-based surveys, and adults authorized to pick-up. 5.10. Ability to support POS Management – online, real-time registration (which includes ability to go to a waiting list after the class is full), multiple families, payments due, membership status, ability to pay instructional contractors (e.g. dance, gymnastics) – percent based. 5.11. Ability to provide Operations Reporting inclusive of: 5.11.1. staff training hours, 5.11.2. staff background check expiration, 5.11.3. medical physical expiration, 5.11.4. number of spaces available, 5.11.5. number of children / youth enrolled, 5.11.6. waiting list numbers, 5.11.7. daily average attendance, 5.11.8. number of meals served, 5.11.9. staffing, 5.11.10. number of closed rooms, 5.11.11. grants, 5.11.12. facilities, and 5.11.13. the ability to export data into different formats (i.e. Excel, Access). 5.12. Marketing and promotions 5.13. Financial reporting and data 5.14. Contingency plan for web-access failure 5.15. Provide the security of Personally Identifiable Information (Privacy Act) 5.16. Credit card and private label card transaction information in accordance with Purchase Card Industry (PCI) standards, and encryption of such data when stored within the system boundaries or related databases. 5.17. Minimum hardware and software requirements, with pricing estimates. 5.18. Current customers, commercial and government, with similar scope of operations. 6. HQ AFSVA owns and operates 129 CDC and 82 YP at 84 Air Force installations worldwide, CONUS and OCONUS. As part of your response, please indicate if a demonstration of your system can be given at HQ AFSVA, 10100 Reunion Place, Ste 304, San Antonio, Texas 78216-4188. 7. To maintain consistency and equality in the process, vendors must use the structure outlined below for their response: 7.1. Cover Page 7.2. Vendor Name 7.3. Vendor Address 7.4. Contact Information for the vendor representative 7.5. Response to the substance of this RFI 7.6. Brochures and/or other literature 8. While a hardcopy is acceptable, email is the preferred submission method. The file should be in Adobe Acrobat or Microsoft Word format. You may or may not receive a response from us after your submissions. 9. This RFI is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Nonappropriated Fund Instrumentality (NAFI) to acquire any follow-on acquisitions. The NAFI does not intend to award a contract on the basis of the RFI or otherwise pay for the information solicited. NAFI will not pay any direct or indirect costs arising from contractor responses to this RFI or contractor demonstrations.
