- Requisition Number: FDA1046403 The Food and Drug Administration (FDA) intends to award a purchase order on a non-competitive sole source basis to eHealth Initiative, 818 Connecticut Avenue, N.W., Suite 500, Washington, D.C. 20006. FDA will obtain the following data for a study on Engagement of Patients, Consumers and Healthcare Professionals in the Sentinel Initiative: Submit 3 reports within 6 months of the date the contract is awarded. Identify and report on the work of ongoing initiatives in the public and private sectors regarding patient, consumer, and healthcare professional perspectives related to (1) the importance of postmarket surveillance, (2) the FDA’s use of electronic health data in postmarket surveillance, (3) privacy and security concerns related to the use of electronic health data, and (4) their possible role in creating and implementing the Sentinel System. Research and analyze existing or proposed policies, rules, regulations, and other requirements related to the protection of privacy and safeguards related to the use of electronic health data in operating a postmarket surveillance network. Report on findings and make recommendations on common policies that would build trust and could be applied in the development of the Sentinel System. Recommend a variety of strategies for engaging the participation of patients, consumers, and healthcare professionals in the Sentinel Initiative. Strategies should include, but not be limited to, examples of possible outreach messages, goals, and objectives; a prioritized list of organizations and individuals who would be interested in the Sentinel Initiative and would be interested in participating in meetings and discussions about the Sentinel Initiative; examples of meeting and discussion materials. THIS IS NOT A REQUEST FOR QUOTES. However, sources may submit descriptive literature, fully documenting their capabilities, which will be considered by the Agency. A determination to compete this procurement based on response(s) to this notice is solely within the discretion of the Government. All inquiries must be received by 10:00 AM (1000) EST on 8 August 2008 to the attention of David Kordel, david.kordel@fda.hhs.gov. The FDA intends to make a firm fixed price award immediately after the response date of this notice. The purchase order will be made in accordance with FAR Part 13, Simplified Acquisition Procedures.
