- Description: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included with this notice. This announcement constitutes only the solicitation; quotes are being requested, a written solicitation will not be issued. (ii) The solicitation number is F3CTSW8200A001 and is being issued as a request for quotation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. (iv) Notice: The solicitation is 100% set-aside for Small Business. The NAICS code is 611692 with a size standard not to exceed $6,500,000.00. (v) Contract line item(s) are numbered 0001 and 0002. (vi) Description of requirements for items to be acquired - CLIN0001- SKIDCAR System type "B" or approved equal (1 each) for SUV/VAN/pickup not to exceed 7,500 lbs (specifically for use with Ford F350 4X4 four door crew cab and F150 4X4 four door crew cab). CLIN0002 - SKIDCAR System authored or approved equal Power Point Classroom Presentations(s), Installation to vehicle and instructor training for up to four students (1 each)FOB: Destination. Place of Performance 329 Tanker Trail, Minot AFB, ND 58705. (vii) The provision of 52.212-1, Instruction to Offers-Commercial Items, applies to this acquisition and a statement regarding any addenda to the provision. (viii) The provision 52.212-2, Evaluation -Commercial Items, applies to this procurement. The evaluation procedure to be used for this procurement is price and price related factors. (ix) Offers shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with offer (see attachments). (x) Clause 52.212-4, Contract Terms and Conditions - Commercial, applies to this acquisition. (xi) Clause 52.211-6, Brand Name or Equal, applies to this acquisition. (xii) Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial items, applies to this acquisition and the additional FAR clauses cited in the clause are applicable to the acquisition: 52.222-19,21,26,35,36,37, - 52.225-1, - 52.232-33. This request is issued in accordance with clause 52.232-18. All responsible sources may submit a quote by 12PM Central Standard Time on 11 August 2008. Quotes received after that time may not be considered. (xiii) The additional DFAR clauses cited in the clause are applicable to the acquisition: 252.204-7004 Alt A, Central Contractor Registration; 252.232-7003, Electronic Submission of Payment Request; 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defence Acquisitions of Commercial Items;252.225-7001, Buy American Act and Balance of Payment Program. (xiv) AAFAR clause 5352.201-9101 Ombudsman, applies to the acquisition. (xv) All clauses and provisions may be accessed electronically at http://farsite.hill.af.mil or www.arnet.gov.
