- Combine Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Peace Corps reserves the right to limit the number of BPA awardees based upon Peace Corps needs for the requirement. This is an annual synopsis/solicitation that will be open continuously. The solicitation number is PC-08-Q-018 and is issued as a Request for Quotation. NAICS Code 561611 applies to this RFQ. This is a total Small Business Set Aside It is anticipated that a Blanket Purchase Agreement (BPA) will be awarded as a result of this Request for Quote (RFQ). BPA’s will be awarded for conducting personnel security investigations on applicants and employees of the Peace Corps in accordance with the investigative control and call sheet issued with each case assigned. The contractor shall obtain information about the subject's activities through personal and record sources. After gathering information on subject's activities, a verbal summary shall be reported to the Chief, Information and Personnel Safety and Security Division (SS/IPSS) or designee and a report of investigation shall be prepared for submission. The contractor may be assigned other investigative related projects such as a special investigations, security briefing, reviewing completed personnel security investigations, scheduling cases, conducting security inspections, work in special projects or studies, or liaison services with other federal, state, or local agencies. Amendment 1 to this combined synopsis/solicitation contains all the Blanket Purchase Agreement terms and conditions. The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) can be accessed on the Internet at http://www.arnet.gov/far. EVALUATION AND AWARD 1. Vendors shall provide an hourly rate for the base period and all option periods. The proposed rate shall be $35 per hour. 2. Vendors shall complete and provide Section K (contained in Amendment 1) with their quote. 3. Vendors must demonstrate how they meet qualification factors described below with their quote. Mandatory Qualifications In order to qualify for a blanket purchase agreement, the applicant must meet each mandatory qualification listed below. Failure to do so will result in a disqualification from the contractor pool here at Peace Corps. 1) Ability to obtain and maintain a Top Secret security clearance 2) 10 years experience conducting investigations for the U. S. Government (as an employee or contractor) 3) Willingness to travel on an as needed basis to locations within the United States in the conduct of investigations 4) Working knowledge of E.O. 10450, 12968, 12958, and the Privacy Act of 1974 5) Ability to deal effectively with individuals at all levels of Federal, state and local government, and the private sector. 6) Ability to communicate effectively orally and in writing Peace Corps retains the right to limit the number of Blanket Purchase Agreement awardees based upon need. The evaluation factors for award of a BPA are listed in descending order of importance: -Meet mandatory qualifications (go-no-go) -Price (the maximum price proposed shall be no more than $35.00 per hour.)
