Description
The work consists of construction of a new Job Corps Center in Milwaukee, Wisconsin. The facility will include a Welcome Center (1,427 GSF), Administration/Wellness/Center (11,735 GSF), Student Services Center (9,658 GSF), Education/Vocational Center (42,492 GSF), Kitchen/Cafeteria/Warehouse Facility (13,973 GSF), two 2-story Dormitory Buildings (55,282 GSF), and a Recreational/Gymnasium Facility (21,035 GSF). The project also includes the development of an approximately 25 acres site, including grading, utility installations, site/security, lighting, sidewalks/walkways, roadways, parking areas and landscaping. The period of performance is 523 calendar days, with substantial completion to be achieved 446 calendar days from receipt of notice to proceed. The total estimated construction cost is over $10 million. Plans and specifications will be available on August 11, 2008 ONLY from the Architect/Engineer (A/E) firm, Continuum Architects + Planners, 228 South Street Suite 301, Milwaukee, WI 53204. Contact Mr. Corey Lapworth at (414) 220-9640 for additional information regarding this project. Collect calls will not be accepted. It is emphasized that requests for plans and specifications should be directed to the A/E firm listed above to ensure proper handling of the requests. Requests MUST be in writing and a $600 bid-deposit is required for each set, which is refundable when plans and specifications are returned in good condition as determined by the Government. This bid-deposit must be in the form of a certified check, cashiers check, or money order made payable to the A/E firm named above to ensure proper handling. Please provide the Solicitation number on each check and/or money order. Failure to do so may result in your deposit not being refunded. Requests subject to the stated bid-deposit amount will be limited to the issuance of one complete set per request from any interested party. Plans and specifications will be made available for pick up at the A/E’s office, or may be arranged for delivery at an additional charge. Any additional shipping charges must be pre-paid and COD requests will not be accepted. All requests will be answered on a first-come, first-serve basis until the initial supply is exhausted. For additional sets requested from interested parties subject to bid-deposit requirements, not to exceed the actual cost of reproduction of the IFB documents (to be determined by the Contracting Officer), plus a shipping charge based on individual requests (if applicable), will be required to obtain bidding documents. A Pre-Bid Conference is scheduled for August 21, 2008 at 10:00 AM (local) at the project site. This will be the only opportunity to visit the job site prior to submission of bids. The Bid Opening is scheduled for September 11, 2008 at 2:00 PM (local) at 2101 Wilson Boulevard, Suite 200, Arlington, VA 22201; ATTN: Lawrence Glover, Document Control Manager, (703) 516-2200. The North American Industry Classification System code for this acquisition is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $31.0 million. This is a 100% Small Business Set-Aside. HUBZone, small disabled veterans, women-owned, small disadvantaged businesses, 8(a) businesses are encouraged to apply. Bidders desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing and sent to the A/E named above no later than 10 calendar days before bid opening. This is necessary to allow a reply to reach all prospective bidders before the submission of their bids. Bidders unable to comply within the 10 calendar day requirement should bid the contract according to your best interpretation of the plans, specifications, and amendments.
