- Joint Contracting Command – Iraq, Theater Wide Requirements Division, will solicit sources to provide all equipment and personnel to support airborne surveillance operations within the Iraqi Theater of Operations (ITO). This requirement supports the overall goals of MNF-I and the Government of Iraq (GoI). The contractor shall be responsible for adherence to all U.S. Government, Coalition and Iraqi laws and regulations associated with operations in Iraq. 1. Offerors must comply with the submission requirements of the solicitation package. Instructions and requirements for submitting a compliant offer are given throughout the solicitation. Submitting a compliant proposal is solely the responsibility of the offeror. 2. All correspondence to include proposal volumes shall be submitted electronically to the following e-mail address: JCCI_MTWR_SS@pco-iraq.net 3. This is an all-electronic solicitation release; hard copies are not available. The Government will post amendments to the solicitation on the Federal Business Opportunities website: http://www.fedbizopps.gov. It is the responsibility of each offeror to review the webpage for notice of amendments, updates, or changes to current information. 4. This RFP includes the contract clause established by Federal Acquisition Regulation 52.228-3, Workers’ Compensation Insurance (Defense Base Act) or DBA. DBA is insurance coverage required for all workers, regardless of nationality, performing on all United States (US) Government service or construction contracts issued outside of the US. This includes service line items associated with supply type actions. An example is delivery of a generator (supply) followed by year of operations and maintenance (service). It replaces Workers’ Compensation commonly called “Workers’ Comp”. 5. Questions shall be submitted not later than 8 August 2008, 1700 hours local Baghdad time. 6. Offers must be received not later than 15 August 2008, 1700 hours local Baghdad time. 7. Due to government and commercial “network” firewalls offerors are reminded that e-mail may be delayed 12-24 hours. Currently, we may only receive up to 9MB file size in any one attachment. It is the responsibility of the Offeror to ensure the Government has received all submittals by the due date and time listed herein. Late offers will not be considered (reference: Contract Clause 52.212-1 Instructions to Offerors paragraph f. and FAR 15.208). 8. The Successful Offeror’s proposal will be incorporated into the contract as an attachment to the SOW. If the SOW and Offeror’s proposal differ, the higher level of performance will be required. The CO will unilaterally determine the higher level of performance. Subject to the availability of funds, a single award, Firm-Fixed Price (FFP) service contract is contemplated. The contract will include one base year with two option years.
