Description
The United States Postal Service is seeking General Contractors to prequalify for an Indefinite Quantity Contract/Job Order Contract (IQC/JOC) for repair and alteration projects in the Hawaiian Islands, Guam, Samoa (Pago Pago) and Mariana Pacific (Rota, Saipan). A Job Order Contract is an indefinite quantity contract in which the contractor will perform a series of individual projects at different Postal Service facilities. The term of the contract will be for one year, with four bilateral one-year renewal options. The contracts will be issued in two separate categories. SMALL CONTRACTS with an initial contract amount will be $250,000 and can be increased by modification and consent of surety in increments of $250,000 to a maximum of $5,000,000 and LARGE CONTRACTS with an initial contract amount will be $1,000,000 and can be increased by modification and consent of surety in increments of $500,000 to a maximum of $9,500,000 Construction cost and performance time will vary for each individual work order; work orders can be up to $250,000 for the Small Contract and $750,000 for the Large Contract. Performance and payment bonds will be required from the successful contractor. Description of Work: The work may involve alterations, repairs, improvements and maintenance of U.S. Postal Service owned and leased facilities. Examples of interior work: painting, installing stud/gypsum board walls, installing lockboxes, relocating HVAC ducts or electrical outlets, plaster repair, wood refinishing, floor replacement. Examples of exterior work: asphalt/concrete paving, installing sidewalks, curbs or gutters, excavation, waterproofing, roofing, decking, exterior painting, security fencing and landscaping. Requirements and Evaluation Factors: The Postal Service is interested in selecting the most highly qualified contractors for prequalification. Minimum requirements for prequalification are: Contractor should have an office located in the geographical area indicated below or within 25 miles of the geographical area indicated below; contractor must be licensed in the Contracted area or provide a copy of application for such license; contractor must have been in the construction business under the firm’s present name for at least five consecutive years; contractor must be able to provide proof of bonding with a minimum aggregate dollar amount of $1,000,000 for the Small Contract and $3,000,000 for the Large Contract; contractor must certify that the company meets minimum computer requirements. Additional information concerning the minimum requirements is in the prequalification package. Evaluation factors are detailed in the prequalification package and include financial capability, experience, references, and safety. Geographical Area: This prequalification solicitation covers Four areas – Hawaiian Islands, Guam, Samoa (Pago Pago) and Mariana Pacific (Rota, Saipan). Contractors may submit Qualification Statements for: one, multiple or all areas. General contractors selected as being the most qualified will be placed on the JOC prequalification list for a five-year period for the geographical area. Current JOC contractors in the above geographical areas may submit their qualifications for placement on the prequalification list for the five-year period, however, they will not be considered for a new contract until their existing contract expires or reaches the maximum contract amount. Prequalification Meetings to review prequalification submittal requirements will be conducted on the following dates and times: August 13, 2008 at 2-4 P.M.; August 14, 2008 at 2-4 P.M.; August 15, 2008 at 12:00-2:00 P.M.; August 18, 2008 at 2-4 P.M. (see address on cover sheet of the prequal pkg.). Attendance at one of these meetings is strongly encouraged.
