Description
SAMHSA/CMHS/DSSI/CSPB through the Department of Health and Human Services, Program Support Center, Strategic Acquisition Sourcing, Division Acquisition Management intends to award a sole source, Simplified Acquisition, in accordance with FAR Part 13.105, to the University of Illinois at Chicago, Center on Mental Health Services, Research and Policy, Department of Psychiatry, their unique primary research that has focused on the issue of asset development, and its use for people with mental illness. The University of Chicago has performed all the seminal work related to this topic and possesses a unique understanding of the potential approaches. BACKGROUND: Numerous studies have identified that individuals with severe mental illness often have incomes and support payments that combine to amounts that are below or just above the Federal Poverty Level. Other studies have demonstrated that people who are poor and some of those who have disabilities can effectively work their way out of poverty. Still other studies have shown that asset development programs can increase the speed and likelihood of individuals working their way out of poverty. What has not been fully demonstrated is that asset development programs, in combination with effective treatment, social support programs and employment support programs can accelerate the recovery of individuals with severe mental illness and permit them to decrease or eliminate their reliance on government support program. The Substance Abuse and Mental Health Services Administration, through the Center for Mental Health Services (MHS) recognizes that successful recovery from severe mental illness is an important social goal and that recovery to a level that permits an individual to decrease or eliminate reliance on government support programs is a good indicator of success. What is needed is an assessment of whether asset development programs can effectively be used in combination with other programs of support and treatment to increase the likelihood and potentially accelerate recovery for an individual who has severe mental illness. 7. OBJECTIVE The objective of this project is to develop a model that can be tested to assess the value of asset development programs as part of a program of treatment and support programs in increasing the likelihood and speed of recovery for an individual who is disabled by severe mental illness. This model would need to be based on a solid foundation that reflects all of the research that has been completed regarding the structure of asset development programs as well as of treatment and support system programs. To ensure that the recommended approach can be practically implemented, the research will need to include identification of all currently available and funded programs that could be used to test the model that is developed. 8. DESCRIPTION OF WORK A. General Requirements 1. Independently, and not as an agent of the Government, the contractor shall exert its best efforts and furnish the necessary personnel, facilities, equipment, materials and supplies, and perform the work set forth below. 2. All work under this project shall be monitored by the Government Project Officer (GPO). 3. All materials produced under this project shall be the property of the Federal government, which includes the Center for Mental Health Services (CMHS) and the Substance Abuse and Mental Health Services Administration (SAMHSA). Any publication of research findings derived from work related to this contract shall prominently identify the financial support and partnership of CMHS and of SAMHSA in its development. SAMHSA or CMHS may utilize, print, or disseminate all such materials without further charge. No articles or publications which rely substantially on materials produced under this project shall be published by either party without prior consultation and approval. B. Specific Requirements Task 1: Meet with the GPO and other CMHS/SAMHSA staff in order to determine the best approach for accomplishing the tasks covered by this purchase order. Develop a work plan. The GPO and other CMHS/SAMHSA staff will review the plan for consistency with Center priorities and guidance. Modify the work plan in response to comments provided by the GPO. Task 2: Development and deliver a review of available research that relates To the issues outlined above. Task 3: Develop and present a model that can be tested. Identify available sources of funding to support the asset development component of the model.. Task 4: Produce a final report evaluating the viability of the model and recommending next steps for testing it. C. SCHEDULE OF DELIVERABLES • Approval of the Work Plan after start of award in consultation with Project Officer. (Task 1)1-4 weeks after start of contract • Development of a literature review and assessment (Task 2) 20-30 weeks after start of contracts • Development and presentation of the model recommended for testing and the viable funding sources for the asset development component (Task 3) 20-40 weeks after start of contract • Produce a Final Report and Recommendations (Task 4) 40-50 weeks after start of contract THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 10 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
