Description
RFQ for proposed Standing Quote Agreement (SQA) for Federal Stock Class (FSC) 3540 POWERED and NON-POWERED TOOLS. Please note the following Item Purchase Descriptions (IPD): Item 1. NSN: 3540-00-222-4336 SEALING IRON, ELECTRIC, MANUALLY OPERATED: Valid Electric Heating Corp. Model Number HS3T, or equal, with the following characteristics; The sealing iron is intended for heat-sealing cellophane and polymer film material, and shall conform to the applicable requirements of Underwriters Laboratories, Inc. Standard UL 499 and the National Fire Protection Association (NFPA) National Electrical Code Standard No. 70. Heating surfaces - 3-7/8 inches long, 1-3/8 inches wide tapering to 1-1/8 inches plus or minus 1/16 inch. Electrical - 120 volt, 60 Hz, single phase. - 125 to 150 watt's capacity. - 6 foot minimum length cord with grounded plug. - Thermostatic control. Sealing iron rest - Fabricated from corrosion-resistant steel sheet or wire. Weight - 1-1/2 pounds maximum. Unit of issue is each (EA) UL 499 Conformance. Acceptable evidence of compliance with the requirements of UL 499 shall be a UL Label or Listing Mark, or a certified test report from an independent testing laboratory acceptable to the Government, indicating the electrical materials and components offered have been tested and conform to UL 499. NFPA Conformance. Acceptable evidence of meeting the requirements of the NFPA National Electrical Code Standard No. 70 shall be the manufacturer’s certified statement that the sealing iron conforms to the applicable NFPA requirements. Performance. The sealing iron shall be controlled by a thermostat graduated in temperature increments of 25 degrees or less from 200 degrees F to 500 degrees F, and be capable of maintaining a uniform temperature on the sealing surface of a preset temperature and have a heat recovery capability within 80 seconds. The temperature on the heating surfaces shall be controlled within 40 degrees F for temperatures from 200 to 300 degrees F, and within 25 degrees F for 301 to 500 degrees F. Product Conformance. The products provided shall meet the salient characteristics of this purchase description, conform to the producer’s own drawings, specifications, standards, and quality assurance practices and be the same product offered for sale in the commercial market. The Government reserves the right to require proof of such conformance. PREPARATION FOR DELIVERY: The sealing iron(s) shall be packaged and packed to afford adequate protection against physical damage during shipment from the supplier to the first receiving activity. The pack shall comply with the rules and regulations applicable to the mode of transportation. The package shall be the same as that normally provided by the supplier. In the event a pallet or skid is used for shipping, the following notice shall apply: Notice of special requirements for shipment to all countries that have endorsed the IPPC Guidelines for treatment of non-manufactured wood packaging: The International Plant Protection Convention (IPPC) has approved and published on March 15, 2002, “Guidelines for Regulating Wood Packaging Material in International Trade”. Countries endorsing the IPPC Guidelines are found at http://www.aphis.usda.gov/ppq/swp/. Clause D-FSS-468 requires non-manufactured wood pallets and other non-manufactured wood packaging material used in shipments destined to IPPC compliant countries require the appropriate wood treatment. Additionally, shipments delivered to DOD distribution facilities or freight consolidation points for eventual delivery to or through EU/IPPC countries shall comply with applicable DLA Regulations and Procurement Letter PROCLTR 02-17. NSN: 3540-00-223-8589 SEALER, STEEL STRAPPING, HAND OPERATED: The manually operated steel strapping sealer is intended for applying 3/4 inch wide by 0.025 to 0.035 inch thick strapping, generally used to form a complete steel strap around crates and boxes, and for banding material or equipment, and shall be in accordance with this purchase description with the following characteristics; 1) Heavy duty, single notch, side jaw, with handles at right angle to strapping. 2) Sealers shall be constructed of steel and consist of clinching and notching jaws actuated by two handles. 3) Sealer handles shall be of steel or aluminum construction and shall have plastic or wooden knobs, or plastic or rubber hand grips. 4) Sealers shall join 2 thicknesses of strapping by clinching and notching applicable seals about the strapping. The sealer shall make the specified number of notches on each edge of the seal. Unit of issue is (EA) Product Conformance. The products provided shall meet the salient characteristics of this purchase description, conform to the producer’s own drawings, specifications, standards, and quality assurance practices and be the same product offered for sale in the commercial market. NSN: 3540-00-278-1250 STRETCHERS, STEEL STRAPPING, HAND OPERATED: Steel strapping stretchers shall be the rack and gear type for use with open or thread-on seals with take-up limited to 4 inches maximum. The stretchers are used for applying flat steel strapping on bales, boxes, bundles, cartons, crates, and pallets, and shall have the following characteristics; Unit of Issue – EA (each) 1) The stretcher shall be manually operated and capable of taking up and tensioning flat steel strapping by the reciprocating action of a handle with a ratchet. The stretcher shall be capable of retaining the tension of the strapping as the handle is released. The stretcher shall have a means for releasing the strapping from the stretcher after the strapping has been sealed. 2) The stretcher shall take-up and tension strapping 3/8 to 3/4 inch in width and 0.010 to 0.023 inch thick conforming to type 1 of ASTM D 3953. The stretcher shall withstand a minimum strapping load of 1035 pounds when utilizing the 3/4 inch wide strapping with no visual slippage of strapping and no deformation, binding, fracture, or breakage of stretcher components. 3) The stretcher components shall be heat-treated or case-hardened in accordance with the manufacturer’s standard commercial practice. The stretcher finish shall be in accordance with the manufacturer’s standard commercial practice. 4) The stretcher shall have a means for adjustment, service, and replacement of components. 5) The stretcher shall be marked for identification in accordance with the manufacturer’s standard practice and shall include the strapping size range for stretcher use. The marking shall be permanent and legible. PRODUCT CONFORMANCE.
