- The U.S. Geological Survey (USGS), California Bay Delta Authority (CALFED), located in Sacramento, CA, intends to establish a fixed price purchase order, base year (7 Aug 2008 thru 6 Aug 2009) plus two (2) option years (7 Aug 2009 thru 6 Aug 2010 and 7 Aug 2010 thru 6 Aug 2011), for the purpose of obtaining environmental consulting services and assistance with Delta fish ecology and population dynamics. He will aid the CALFED Lead Scientist and Science Program staff in establishing specific mechanisms for ensuring that sound science plays a prominent role in decision-making to strengthen CALFED's overall scientific performance. Dr. Bennett will provide scientific and technical advice on the identification of unknowns and analysis of risks, including research and investigations relating to decision making based on scientific information. He will also advise the Lead Scientist on science and technology issues and their relationship to CALFED agencies procedures and decisions. He will work on selected science issues that have implications across CALFED programs and regions as designated by the Lead Scientist. This requirement will be awarded to Dr. William A. Bennett on a non-competitive basis based on the following reasons: Dr. Bennett is an established researcher who focuses on the ecology of fishes in estuarine and near shore marine environments. He has a particular expertise in the fish assemblages of the San Francisco Estuary and its watershed, focusing on their population dynamics. Dr. Bennett has worked with many State and Federal agencies in California on the ecology of fish species of concern in the Delta, including Delta smelt and striped bass, both of which are species of interest for the CALFED Science Program. Dr. Bennett is uniquely qualified to advise the CALFED Lead Scientist due to his extensive knowledge and publication record of the ecology of Delta fishes and the relative importance of natural versus human induced regulation of populations and assemblages, particularly with regard to climate change, over-harvesting, invasive species, and exposure to contaminants. He is extremely familiar with the CALFED Science Program and its goals and objectives, allowing him to easily strengthen CALFED's overall scientific performance. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b). Interested parties may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive responses. However, all responses received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a quote which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; and sufficient information that describes or demonstrates the firms comprehensive knowledge of the CALFED Bay Delta Program. Only affirmative responses to this notice will be evaluated to the extent necessary for the Government to determine whether it is feasible to conduct a competitive acquisition considering demonstrated knowledge requirement referenced in this notice. Submissions received in response to this notice shall be evaluated based on the following criteria: 1) Demonstrated technical ability to successfully provide the required services as stated herein. The applicable NAICS code is 541620.The USGS requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
