Description
Added: July 25, 2008 (i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quotation (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number F1F3A58162A003 (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. (iv) This solicitation is set-aside as unrestructed. The North American Industry Classification System (NAICS) code is 423850 (v) Potential offerors are to quote on the following line items which MUST meet or exceed all NFPA 1976 2000 requirements: Contractor shall supply and deliver the following: - Twenty-seven (27) ARFF helmets (Bullard - model #AXTUSMIL) that must meet or execeed the following characteristics: - NFPA 1976 2000 standard for structural firefighting - 1971 standard for proximity firefighting - R340 6' gold-coated face shield - R261 aluminized helmet cover - R727 aluminized shroud with Velcro closure - Helmets must be traditional style. Additional requirements for the helmet include aluminized PBI/Keviar helmet cover and shroud for military firefighting in chemical enviornments in accordance with TO's: 14P4-17-3 14P3-1-1 - Brand name : BULLARD (vi) Offerors will be required to quote the brand name product an "or equal" product will not be considered. (vii) Items will be shipped to the following address: Defense Depot Susquehanna Site East Bldg 2001 (mission Drive) CCP Doors 135-168 New cumberland, PA 17070-5001 If items can be shipped in packages not to exceed 70 pounds or 130 inches (length x width), they can be shipped via USPS to the following address: 31 CES/CEF - Unit 6110- BoxBldg 1434, APO Offerors must specify in their quote which shipping method will be used. Items will be delivered and accepted at F.O.B. Destination. (viii) FAR 52.212-1, Instructions to Offerors - Commerical Items (Sep 2006), applies to this acquisition. No addenda to this provision. (ix) FAR 52.212-2, Evaluation--Commercial Items (Jan 1999), applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) technical capability of the item offered to meet the Government requirement; (2) price; (3) delivery terms. The Government intends to award to one vendor on an all or none basis. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (x) Offerors must submit, along with their offer, a copy of the completed representations and certifications as prescribed in FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items (Nov 2006). Alternate I (Apr 2002) applies if over $25,000 (xi) FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Feb 2007) applies to this acquisition. No addenda to this clause.
