Description
The United States Marine Corps (USMC), Marine Corps Systems Command (MCSC), International Programs (IP) Directorate intends to award a sole source contract for the Electro Optical System (EOS) to Elbit Systems Electro Optics ELOP Ltd, Advanced Technology Park, Kiryat Weizmann P.O.B 1165 Rehovot 76111 Israel. The EOS system is a proprietary system developed by ELOP Ltd of Israel. ELOP is considered the only available source for the Electro Optical System (EOS) that is currently fielded in overseas military operations and in security applications within CONUS and OCONUS. There is no other source for these proprietary end item, spare, and repair parts. Because of the capability of the EOS to perform its sensitive Counter Improvised Explosive Device (CIED) mission at stand-off ranges, continued support of the system developed by ELOP is in the best interest of the Government. The end items for which these spare and repair parts are being procured were purchased and fielded in support of the USMCs approved Urgent Universal Needs Statement (UUNS) over four years ago. ELOP Ltd. will be responsible for providing depot level spares and repair parts for follow on support of the fielded ELOP family of EOS system equipment. ELOP Ltd will continue to provide depot level support and test equipment to Maintenance Directorate personnel to support the DoD repair requirements for the EOS family of equipment with the list of recommended depot level spares required to support their maintenance operations. There is no other source for these parts. This requirement is for 350 EOS systems and spare parts for the EOS family of equipment. This will be an annual requirement as long as U.S. forces remain engaged in Global War on Terrorism (GWOT) type actions and are required to sustain this equipment. For the purposes of this solicitation the term EOS includes but is not limited to systems utilized within DoD and referred to as: OPAL, Mini-OPAl, CORAL-SD, and Sapphire. An IDIQ contract is anticipated, in that Technical Services Working Group (TSWG), the Rapid Equipping Forces (REF), and the U.S. Army will also require reoccurring annual end item, spare, and repair part support. The requirement is for a twelve (12) month base award with four (4) options. This notice of intent is not a request for competitive proposals; no formal solicitation package is available.
