- The U.S. Coast Guard intends to procure help with interagency and international initiatives such as senior level briefs and bilateral consultations. This proposed procurement is for services for which the government intends to solicit and negotiate on a sole source basis to: CrossFit Inc. 3196 Willow Creek Rd, Ste. A103 Box 295, Prescott, AZ 86301. SCOPE: 1.)Coast Guard members from various Deployable Specialized Forces (DSF’s) will spend two (02) full days with CrossFit Founder and CEO Greg Glassman and/or members of his staff. Glassman is a foremost authority on physical training and his program has been adopted by the U.S. Navy SEALS, other elite military units, professional Mixed Martial Arts fighters, Fire Departments and Police Academies around the world. USCG members will learn basic movements and techniques to incorporate into current unit level fitness programs that are scientifically proven, safe and effective methods of physical training. Although some units now use CrossFit principles in unit fitness programs, they have not received formal training to the extent offered by the proposed contractor. This program will promote a safe training environment, ensure all attendees are uniformly competent, and allow all DSF unit members to receive the maximum benefit of instruction during fitness training. 2.)CrossFit Inc. si the only organization offering an instructor training that incorporates the use of constantly varied, functional movements executed at high intensity into a complete exercise program for aerobic and metabolic conditioning, core strength, and functional fitness training. CrossFit is the exercise program of choice for many elite military units, and law enforcement officers, as well as mixed martial ares fighters and professional athletes. It is the only program of its type that emphasizes functional strength training thorugh the use of kettlebells, gymnastics, weight training, and cardiovascular fitness. CrossFit has provided training around the globe for law enforcement instructors, special operations forces, and numerous other private and government entities. 3.)The cost of the certification staff is cheaper than other alternatives. The company is made up of military veterans and they are discounting the training program. CrossFit is currently utilized to train federal agencies and other service branches. Their well established network of law enforcement and military clients and agencies, provide ongoing support to assist in effectively implementing the program and to identify and promote best practices after adoption. 4.)The unique benefit of the CrossFit program is that they offer a broad, general, and inclusive form of functional fitness training incorporating both traditional and alternative forms of exercise and training. CrossFit’s specialty is in not specializing. Other vendors specialize in a particular of fitness: Some will instruct only aerobic and traditional strength training, kettlebell, some will teach only running, other are experts in bicycling. CrossFit’s methods are open source. Their results are proven in the fitness and exercise community. CrossFit’s expertise is in full range of fitness and this specific seminar is geared toward certifying instructors in the CrossFit program. CrossFit is a patented technique that no other vendors have come close to replicating. One similar vendor has copied some of the CrossFit training principles, but was ceased from further instruction due to intellectual property infringement. Note 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
