- The Federal Aviation Administration (FAA) has a requirement for the acquisition of an Easat Antennas Ltd. model EA6501 antenna fitted with the Easat anti-icing modification which will allow the continued use of the radar system in severe cold weather environments. The antenna fitted with the anti-icing modification will be accompanied by a hollow-shaft slip ring assembly, a new pedestal mounting assembly, a pedestal motor/gearbox cold weather modification kit, and any necessary waveguide components necessary for operation of the modified antenna, pedestal and gearbox. These items are critical to enhance the availability and reliability required in FAA ASDE-X surface radar systems. The requirement is for a one-time fixed-price contract, with a one-time option to buy additional antennas and associated hardware following technical approval. The Easat antenna is a proprietary design. Easat Antennas Ltd. owns the specifications and drawings. The associated electrical, electronic, and waveguide hardware must operate with the Easat antenna. The FAA does not have technical specifications or drawings for the EA6501 antenna. Due to existing problems with ice accumulation and shedding, and with interruption of radar service due to failures associated with increased rotational torque, these modifications must be deployed as soon as possible. Vendors must respond directly to the contracting officer identified. Interested parties who can comply with and meet all of the requirements and have access to OEM data called out in this market survey must respond with their documentation in writing to the Contracting Officer, Connie Houpt at connie.m.houpt@faa.gov. Responses shall be received by 3:00 p.m. CST, August 15, 2008. Late responses may not be considered. The FAA will not pay for any information received or costs incurred in preparing responses to this market survey. Any proprietary information should be so marked. Individual company responses will not be disclosed to other vendors. This market survey shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire this equipment. Responders to this market survey may be asked to provide additional details/information based on their initial submittal. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
