- Request for Proposal VA-259-08-RP-0096 has been modified and the closing date for SF 330's has been extended. Request for SF 330 is extended until August 22, 2008, 2:00 (MST). Offerors which previously submitted SF 330's need not re-submit. This modified pre-solicitation announcement is issued requesting Standard Form 330 from qualified and eligible concerns on an Unrestricted and Full and Open basis for Architect and Engineering Services for the Department of Veteran Affairs, Eastern Colorado Healthcare system Medical Center (VAECHS) located in Denver, Colorado. The previous announcement was issued as a Veteran Owned Small Business Set-aside. The VAECHS, is currently seeking qualified and eligible firms on an Unrestricted and Full and Open basis capable of performing a wide variety of Architect and Engineering (A/E) Services for Multi-Disciplined Technical Services including but not limited to Mechanical, Electrical, Civil, Structural, Architectural, Environmental and other associated disciplines as needed for design through construction period services. The total contract performance period shall consist of one twelve month base year, plus four individual twelve month option periods. The total contract amount including all options shall not exceed $3,000,000.00, with each individual task orders not exceeding $200,000.00. The guaranteed minimum amount for the life of the contract is $25,000.00. The type of acquisition being utilized to satisfy this requirement is Best Value and contract award will be made in accordance with FAR Parts 15, 19 and 36. The type of contract contemplated is Indefinite Delivery, Indefinite Quantity. The Government reserves the right to make multiple awards from this announcement. The following supplemental information shall be provided and will be used by Government personnel to evaluate proposals in addition to the information provided on Standard Form 330. The following selection criteria listed in descending order of importance: (1) Specialized experience of the firm, both prime and consultants in design and construction of occupied space or spaces in a healthcare environment. (2) Experience on remodeling existing and occupied spaces in a healthcare environment. (3) Professional qualifications of the firm's staff and sub-consultants who are assigned to the project. (4) Past performance and experience on working and/or designing VA facilities or other Government projects similar in size, scope and complexity. Please provide information for the last five years for present and past performance. (5) Geographical location of the firm within a 100 mile radius of the ECHS Medical Center, Denver, Colorado. (6) Each offeror shall demonstrate their ability to begin work within thirty (30) calendar days of contract award. (7) Each offeror shall demonstrate clearly and in writing their demonstrated and proven success in incorporating the use of recovered materials and achieving waste reduction and energy efficiency in designs. All requested information prescribed in this announcement shall be submitted to this office by no later than August 22, 2008 at 2:00PM (MST). Failure to provide the requested information may result in your firm being excluded from possible contract award. This is not a Request for Proposal. The North American Industrial Classification Code for this procurement is 541330. Standard Form 330's and the supplemental information as requested here within this announcement shall be addressed as follows: Attention, Mr. Derek C. Interested firms are reminded that in accordance with FAR Part 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in Central Contractor Registration (CCR) database prior to award of a contract.
