- SOURCES SOUGHT – Test Wing Atlantic Air Refueling – Commercial Air Services (CAS) GENERAL INFORMATION Document Type: Presolicitation Notice/Sources Sought Reference Number: N00421-08-R-0126 Posted Date: 28 July 2008 Classification Code: R – Other Professional Services PSC: R499 NAICS Code: 481219 SIC: 4522 Description The Naval Air Systems Command, Aircraft Support Contracts Department Code 2.5.1.7 at Patuxent River, MD has a requirement for a Test Wing Atlantic Air Refueling - Commercial Air Service (CAS). This is a sources sought as well as a mechanism for obtaining feedback from industry in regard to the general requirements as stated in this synopsis. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential sources prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. The CAS program provides contractor owned and operated aircraft for tasking and support of the United States Navy (USN) – Test Wing Atlantic for Research, Development and Testing projects, in support of Foreign Military sales (FMS) case, support or if required for fleet exercises. This support is provided in a variety of venues, testing of in-flight refueling systems to supporting long range capabilities, to lengthily time on station testing and in a variety of locations including multiple Continental United States (CONUS) sites and foreign and/or emote operating bases outside CONUS (OCONUS). All flight crews shall be trained, qualified, and scheduled in accordance with Federal Aviation Administration (FAA) Part 91 rules and regulations. Aircraft originally designed, developed, manufactured by commercial companies and certified by FAA with a Standard Airworthiness Certificate, to perform civilian flying missions. The aircraft must be maintained in accordance with a FAA approved Maintenance and Inspection Program. This will be a “dry” contract. The Government will provide access to fuel at U.S. Government bases and civil fields where U.S. Government contract fuel is available worldwide for the contractor’s use during contract performance. Overview The applicable PSC code for this requirement is R499. The applicable NAICS Code for this requirement is 481219. The estimated cost is $115M for a period of five years (base & 4 options). This is a new requirement, there is no incumbent. The Government will be determining to award a single contract to the offeror who provides the best overall value to the Government. Subcontracting is encouraged. This is a sources sought synopsis; feedback from industry is sought regarding the requirements stated in this synopsis.
