Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) to provide coordination for ioos-related intergrated ocean observing system model. NMFS, Northwest Fisheries Science Center (NWFSC) a government agency charged with the mission of stewardship for living marine resources. Background and Objective: The NWFSC provides scientific and technical support to NMFS for the management, conservation and wise use of the Northwest region's marine and anadromous resources. There is currently a nationwide effort, involving the National Marine Fisheries Service (NOAA Fisheries), academic partners, foundations, state fisheries agencies, and other organizations to develop an Integrated Ocean Observing System (100s). As part of this nationwide effort, the NWFSC is working regionally to develop an integrated Pacific Coast Ocean Observing System (PaCOOS) for the California Current Large Marine Ecosystem. The system will provide the information needed for management of fishery resources, protected marine mammals, and marine birds and to assist in forecasting the ecosystem consequences of fisheries removals, environmental variability and climate change. It is the ecosystem observing backbone of 100s for the Califomia Cunent Large Marine Ecosystem. The NWFSC is developing a Web-based data server for geo-referenced data in the Califomia Current. SERVICES REQUIRED Provide coordination for the NW Fisheries Science Center's development of an IOOS-related (integrated ocean observing system) model for data integration, distribution, interaction and development. This statement of work covers tasks associated with updating and expanding the existing website and in particular coordination between data providers and setting up and deploying new oracle data structures and updating current structures. In this phase we will broaden out the range and complexity of available data sources and will also focus on groundfish survey data. DELIVERABLES: • Work with FRAM and OSU personnel in order to get Oregon Nearshore Data added into database and make necessary modifications to Fish Viewer Java code. Incorporate images of new species into Fish Viewer. • Work on either getting OPeNDAP to work here at Montlake using the reverse proxy or evaluate PYDAP and get that working with reverse proxy (which is required from NOAA security standpoint). • Setup appropriate Oracle structures for the new datasets such as Groundfish Trawl Data, Observer Data and possibly Seabird COASST Data. • Coordinate with OSU regarding California Multibeam Data and create relational data structures as needed. • Help get word out on existing site by working on link exchange with appropriate sites per guidance from Elizabeth. • Do all necessary unit and system testing for Oracle structures • Integrate Oracle databases • Deploy Oracle structures to production • Revise Oracle OC4J Fish Viewer as necessary. This is a Java based application. • Review tutorial changes and record and/or revise voice script and narration as required. • Update system documentation for West Coast Habitat Server as any changes or modifications are made to either the database structure or the application. • Provide project coordination • Develop minutes and action items from meetings • Track completion of action items • Brief all parties on progre The government intends to negotiate a firm-fixed price contract with Arcturus Systems Corporation. The period of performance that will start from date of award and will end November 30, 2008. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. This is a small purchase action estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
