Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, # F1R10G8197A001, is issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-17. This procurement is a 100% small business set-aside, the NAICS Code is 332999 with a small business standard of 500 employees. The following non-commercial items are requested in this solicitation: 1EA Replica of Transporter-Erector-Launcher (TEL), MAZ 543, P style vehicle 8 wheel, length 13.36m/43.42 foot, width 3.02m/9, 82 foot, height 3.45m/11.2 foot including missile transport, MUST FOLLOW THE DESCRIPTION OR EQUAL; 1EA Replica Missile, length 11.25m/36.6 foot, diameter.88m, 2.9 foot, MUST FOLLOW THE DESCRIPTION OR EQUAL; 1EA Trailer with winch to be used to transport this and other targets, MUST FOLLOW THE DESCRIPTION OR EQUAL. Detailed description includes the following information. The Multi-Spectral Target Replica will have the required detail to replicate the actual threat system. The target shall match the dimensions of the actual units as described using non-classified reference sources. The target will be radar reflective and have a thermal signature. The thermal signature will be powered on and off remotely using commercially available telephone lines with a timer to shut off automatically after a set period of time. The infrared signature system will consist of one control box, required heating elements (heat lamps) and a 50 foot power cable. Construction of the target should consist of a framework of welded tubular galvanized steel with a galvanized sheet metal exterior. All sheet metal will be brake formed and assembled with self drilling screws. Wheels and detail on target may be made from metal with painting to provide a realistic appearance. Target of scud size should be able to be disassembled for easy transport. Target will be painted to simulate the actual unit in colors and patterns in Iranian color schemes. The target will be designed to withstand a maximum of 60 MPH winds and an 18 inch snow load. The contractor will provide tie-down straps and ground anchors for set up units. Target should be able to be deployed for extended periods of times of one to five years with only minor corrosion control. There will be a removable wheel assembly to facilitate loading and unloading of the target on a standard flatbed car trailer. Wheel assemblies would be removed once installed on location. Some disassembly will be allowed for transportation off the range. Units will be fully assembled upon delivery. The completed target will be delivered and set up by the contractor. Delivery time should not exceed six months. Specifications may be slightly modified to accommodate transporting on state and county roadways. Specifications derived from Jane's and other non-classified sources. FOB: Destination for to Snyder Electronic Scoring Site, located at 3199 FM 1607, Snyder, Texas. The physical location is just west of the Scurry County Airport (Winston Field), in Snyder Texas. The delivery schedule should be all at once to the location above. Ensure Government coordination is accomplished prior to arranging delivery with a freight company as this is not a primary work location. Quotes will be evaluated and awarded based on price alone. The provision at FAR 52.212-3, Offerer Representations and Certifications - Commercial items, offerers must be registered in the Online Representations and Certifications system at http://orca.bpn.gov.
