- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a brand name procurement under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." United States Special Operations Command (USSOCOM), 7701 Tampa Point Blvd, Tampa, FL 33621, requires the purchase of Websense Security Software. The 6th Contracting Squadron intends to make a firm fixed price award, with option years, for Websense Security Suite Software. Interested parties may e-mail stephen.colton@macdill.af.mil or fax 813-828-6967, Attn: Stephen Colton, not later than Friday, 01 August, 2008, 4:00 p.m. EST. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiat for only one brand name under the authority of FAR 6.302. Interested persons may request or provide information. All information received within five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) Websense is used on the USSOCOM enterprise wide area network as well as the USSOCOM Strategic Entry Points (SSEP). USSOCOM depends on Websense to provide web filtering in our compliance layer of defense and to protect USSOCOM networks against both malicious code and cyber attacks via the internet. Websense is used to meet the needs of approximately 8,500 global users. USSOCOM has used Websense for several years; it is a certified software product for internet monitoring and access control that meets the requirements of USSOCOM and the standards of DoDI 8500.2. Without this capability, USSOCOM will not be able to effectively protect the networks being used to support the global war on terrorism (GWOT); it would greatly increase network vulnerability with a corresponding increase in opportunity for exploiting the DoD global information grid. Websense Security Suite software has the following capabilities: • Block known threats before they reach the endpoint • Alert on potential network threats- • Identify security threats, such as malicious websites, protocols, applications, and HTTP traffic (on Port 80 and all other ports) and blocks their access at the internet gateway • Alert administrators on email-borne worm traffic in the network. • Proactively discover web security threats-ability to scan millions of websites per week, searching for threats. • Real-time security updates should be available within minutes of the discovery of a new high-risk threat with no administrative intervention required. • Alert when websites or brands are under attack and reports web server vulnerabilities- should include the three services which help organizations protect their websites, • Provide industry-leading web filtering capabilities-Product should include the industry's leading web filtering technology. This technology, should be the most comprehensive and accurate on the market, and allow organizations to manage productivity, reduce risk of legal liability, and improve bandwidth use. • Prioritize and manage traffic in real-time based on pre-set thresholds and without requiring administrative intervention. • Provide capabilities for identifying organizational security, productivity, legal liability, and network bandwidth consumption risks. • Provide an automated application verification and audit analysis capability • Provide visibility into enterprise operations and potential security threats In addition, Websense has a unique central policy distribution. It allows for simultaneous policy distribution to multiple servers without the need to manually recreate policies for each server. Websense is also the only known product that could provide all capabilities to support the magnitude of the SOCOM network traffic and the diversity of the users that must be monitored and defended. The main requirement not met by other vendors is the requirement to scale to provide services to over 8,000 users. To award to any other source would result in substantial duplication of cost to the government not expected to be recovered through competition. Without this brand name procurement, the approximate cost of the duplication effort would be approximately $504,673.00 (outlined in table below) to the government as well as downtime and loss of resources not expected to be recovered through competition. These costs are based on expenditures under the current contract that have been incurred to gain a level of operational acceptance by the government for contractors and government employees and the cost of replacing existing capability to insure interoperability and eliminate continued need to train for separate systems.
