Description
DESCRIPTION OF WORK:This contract is for radio infrastructure work to support the transition to narrowband radio frequencies as mandated by Congress. There are three main work elements and two options:1. Marblemount cache: Furnish and install a 20' x 30' heated and insulated storage building. Foundation shall be reinforced slab on grade with 10-foot-high 2"x6" insulated walls, painted T1-11 wood siding, and a 4/12 slope insulated wood truss roof with standing seam metal roofing and gutters. Interior shall be painted gypsum wallboard with a sealed concrete floor. Building shall include doors and windows for access, lighting and ventilation. Provide fluorescent fixtures and outlets along with electrical service, which must be brought from the nearest transformer approximately 250 lf. Install propane heating, including tank, with a ceiling-mounted fan and heater. No water plumbing required.2. Marblemount radio tower: Furnish and install a SSV 100' Rohn tower with foundation and climbing safety system. Remove and dispose of the existing 90-foot radio antenna tower, guys, and tower foundation once new tower and equipment are fully operational.3. Finney Ridge infrastructure: Contractor shall construct a steel-reinforced concrete pad, and furnish and install a prefabricated 8' X 8' x 8' communication shelter as manufactured by BMIL International thereon. Furnish and install solar panels, batteries, and regulators. Install NPS-furnished radio equipment within shelter.Option A. Finney Ridge radio tower: Furnish and install a new self-supporting Rohn SSV radio tower with a 60-foot mast section and antenna system with lightning suppressor and ground ring.Option B. Move Marblemount radio equipment: Once new tower and Marblemount communications center are complete, move some existing and some new NPS-furnished radio equipment onto tower and into communications center. Make all connections and test for full function. BACKGROUND:This contract represents Phase II of our transition to narrowband radio frequency technology. Items 2 and 3 and Options A and B represent necessary infrastructure for the new radio system. Most of the sensitive radio equipment will be housed in the communications center at Marblemount, which is currently too small. During this winter NPS employees will expand/remodel the communications center to accommodate the new radio equipment. The expansion of the communications center will displace the current Marblemount cache (which stores search and rescue gear). Item 1 of this contract will provide a new storage site for the cache. SCHEDULE:NPS expects to award this project in mid-September. Desired starting and completion dates are:1. Marblemount cache - Start as soon as possible after award. Complete by 12/15/08. 2. Marblemount radio tower - Start when mutually convenient. Complete by 5/15/09. 3. Finney Ridge infrastructure - Start this fall or next spring, as mutually agreed; due to its higher elevation the site and/or access road may be snow-covered and inaccessible for much of the winter. Complete by 5/15/09.Option A. Finney Ridge radio tower - same as Finney Ridge infrastructure.Option B. Move Marblemount radio equipment - Start as scheduled by NPS next spring. Complete by 5/15/09. LOCATION:Marblemount is a small town located on State Route 20 approximately 45 miles east of Interstate 5 in northwestern Washington. The SAR cache and radio tower sites are located at the NPS ranger station, within 2 miles of "downtown" Marblemount. There are a few restaurants, convenience stores, and lodging options in town. The Finney Ridge work site is located south of the town of Concrete and is accessed by paved and gravel roads (approximate travel time to the work site from Concrete is one hour). There are several restaurants and lodging establishments, a grocery store, doctor office, and other amenities in Concrete. Cellular phones do not work at the Marblemount project site, and may not work at Finney Ridge. Information and maps are available at www.nps.gov/noca. SOLICITATION DETAILSThis action is a best value procurement reserved for certified HUBZone business concerns. The NAICS code is 237130 and the small business size standard is $33.5 million, average annual gross receipts for the past three years. The estimated magnitude of this construction project is between $250,000 and $500,000. The full solicitation will be posted electronically to http://ideasec.nbc.gov on or about August 6, 2008; paper copies will not be made available. Offers will be due on September 5, 2008. Prior to award of a contract, the offeror must maintain a current profile in the Central Contractor Registration database (www.ccr.gov); complete the online representations and certifications (www.orca.bpn.gov); and file annual required veterans' employment reports (http://vets100.com). It is recommended that offerors complete these tasks prior to submitting their offer. The Government reserves the right to cancel this solicitation.
