Description
DESCRIPTION: VA Illiana Health Care System, 1900 East Main Street, Danville, IL 61832 has a construction requirement for Project No. 550-07-122, Renovate Lafayette CBOC for Realignment, as required by the project drawings and specifications. The renovations will take place at the West Lafayette Community Based Outpatient Clinic (CBOC), 3851 North River Road, West Lafayette, Indiana 47806. Scope of Work includes, but is not limited to, demolition, electrical, mechanical, plumbing, general construction, flooring, alterations and necessary removal of existing structures and construction and certain other items as indicated on the project specifications and drawings. All work shall be in strict compliance with all applicable codes and VA regulations. All workers on-site must be OSHA certified (one competent person must have 30 hour certificate and all other workers, prime and subcontractors, must have 10 hour certificate). SET-ASIDE INFORMATION: This solicitation will be issued pursuant to the authority of FAR 19.14, Public Law 109-461 and the Veterans Benefits Healthcare and Information Technology Act of 2006 and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The definition of a SDVOSB is one or more Service Disabled Veterans own 51% or more of the firm and manage and control the daily operations of the firm. Bids from other than service disabled veteran owned small business concerns will not be considered and shall be rejected. The SDVOSB must be small under relevant North American Industrial Classification Standard (NAICS) code and MUST be registered and verified in the following websites: http://www.vip.vetbiz.gov, http://www.ccr.gov, and https://orca.bpn.gov to be eligible for award. Bidders MUST ensure registrations in these websites are accurate and have not expired. The Contracting Officer is not responsible for this information. This will be a firm fixed price contract. Project magnitude is $250,000 to $500,000. The NAICS code is 236220. The small business size standard is $31 Million. BOND INFORMATION: Bid Bond and Payment and Performance Bonds will be required. The completion time for this project is 180 calendar days after receipt of Notice to Proceed. OBTAINING SOLICITATION MATERIAL: The solicitation documents will be posted at www.fedbizopps.gov on or about August 14, 2008 with a bid due date of September 16, 2008, 2:00PM est. The solicitation documents may be obtained at NO CHARGE at www.fedbizopps.gov. Dissemination of the specifications is limited to electronic medium. Drawings will be available electronically with the solicitation documents. All interested Bidders (primes & subcontractors) should register at www.fedbizopps.gov so that others will know of your interest in participating in this procurement and for automatic receipt of updates or amendments. A Bidder's mailing list WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Bidders responsibility to register at the Fedbizopps website. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at www.fedbizopps.gov. Paper copies of the amendments will NOT be individually mailed. By registering to "Receive Notification", you will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers as prescribed by FAR 52.214-3 Amendments to Invitations for Bid. Bidders should re-visit the website periodically to look for updates. Further details and events are available in the solicitation. All requests for information are required to be in writing to the Contracting Officer and shall be received within twelve days prior to bid opening; no telephone inquiries will be accepted. SITE VISIT: A pre-bid conference is scheduled for August 27, 2008 at 11:00AM est. in Conference Room 108, at the West Lafayette CBOC, West Lafayette, Indiana. Failure to attend the pre-bid conference shall not relieve the successful Bidder from compliance with all specifications, drawings, terms and conditions of resultant contract. Award is subject to availability of funds.
