Description
The United States Department of Agriculture (USDA) plans to award a contract requiring technical and administrative support, and information technology design and development services relating primarily to physical security. The various programs include, among others, the following: Homeland Security Presidential Directives (HSPD) and executive orders compliance, USDA Capital Planning and Investment Control support, emergency planning, counter-terrorism recommendations and implementation, and maintenance of various existing systems. The procurement will be conducted using competitive procedures and is set-aside for SBA 8(a) firms. Only proposals from 8(a) firms will be considered. The use of subcontractors is encouraged and might become a practical necessity for some task orders. Services to be performed under the new contract will be a continuation of services currently being performed by Communication Resource, Incorporated (CRI), McLean, Virginia, under contract number AG-3142-C-06-0048. The contract will be structured as an indefinite delivery, indefinite quantity (IDIQ) contract, with procurement of work provided under separate, negotiated task orders. The task orders will be performed on fixed-price and time-and-material bases. The majority of work will be performed at USDA offices in Washington, DC, and at the contractor's facilities. Some travel may be required to other USDA regional offices. The contract will have one base year and four option years, and has an anticipated award date of September 15, 2008. It is expected that the request for proposals (RFP) for this requirement will be posted on the Federal Business Opportunities website on, or about, August 1, 2008, and will be issued under solicitation number AG-3142-S-08-0033. All interested parties must obtain or have a Dun and Bradstreet Number (DUNS), Federal Identification Number (FID), be registered with the Central Contractor Registration, and be certified as an 8(a) contractor by the Small Business Administration.
