Description
The U.S. Army Medical Command (MEDCOM), Center for Health Care Contracting (CHCC) has a requirement for non-personal services of a nationally accredited university to review and approve curriculum and award the Degree of Doctor of Science in Occupational Therapy (DScOT) for selected program participants. This is an 18- month DScOT program for those officers who are selected to and successfully complete the course of instruction. CHCC intends to pursue a Single Award, Indefinite Delivery, Indefinite Quantity, Task Order Contract. The anticipated contract period of performance will have a base year from 01 October 2008 through 30 September 2009, with four one-year option periods. The Army Medical Department Center and School (AMEDDC&S) and Brooke Army Medical Center (BAMC) will oversee this post-graduate DScOT program through the pursuit of academic and clinical excellence. The DScOT program will provide quality training for providing occupational therapy to patients with a wide variety of illnesses and injuries in the medical treatment facilities and on the field of battle. The graduate clinical scientists will become future leaders and mentors by establishing scholarly excellence for the Occupational Therapy profession and standard of care in Occupational Therapy practice to patients worldwide. The contractor shall be a nationally recognized university accredited by one of the six regional accrediting associations: Middle States Association of Colleges and Schools; New England Association of Schools and Colleges; North Central Association of Colleges and Schools; Northwest Association of Schools and Colleges; Southern Association of Colleges and Schools; or Western Association of Schools and Colleges, and recognized by the US Department of Education or the Council on Post-Secondary Accreditation. The contractor shall assist the Army Medical Department Center and School (AMEDDC&S) and Brooke Army Medical Center (BAMC) with the completion of the DScOT program curriculum and demonstrate the DScOT program has been approved by the appropriate institutions governing body which is an independent policy-making body, capable of reflecting constituent and public interest within governance activities and decisions. The contractor shall treat courses given, sponsored by/at the AMEDDC&S and BAMC, as courses for the purpose of awarding a Doctor of Science degree in Occupational Therapy. It is anticipated that 4-9 students will be enrolled in the DScOT program in the base year and each of the option periods. The contractor shall appoint, up to 12 members of the DScOT program faculty, nominated by the government, for professional status at the contractor's institution to ensure faculty have the same professional status as contracting Universitys faculty and extend the same rights, privileges and benefits to DScOT program faculty that are afforded the contractor's graduate faculty. The contractor shall delegate grading authority to the Government DScOT program Director for courses taught by DScOT program faculty. The contractor shall grant all of the alumni rights, privileges, and benefits to the DScOT program graduates that are afforded to contractor's graduates. The contractor shall maintain an academic record for each officer enrolled in the DScOT program, provide the officer a copy of this record at the same interval as for students in attendance at the contractor's main campus, and provide a diploma to the student. The contractor shall provide access to all research-related databases and other library resources normally afforded to students.
