Description
The United States Department of Agriculture – Animal Plant and Health Inspection Service (APHIS) Plant Protection and Quarantine (PPQ) anticipates a sole source (name brand) procurement under the authority of FAR 6.302-1 for the following requirement: Cepheid SmartCycler II (Model #SC2000N3-1) The USDA-APHIS-PPQ WR Plant Pathologist-Domestic Identifier Laboratory located at Kansas State University, Manhattan, KS currently uses the basic SmartCycler platform but needs to double the current real-time PCR cycling capacity. The Cepheid SmartCycler platform is the most affordable and expandable of the two real-time PCR diagnostic platforms detailed for use with current USDA-APHIS-PPQ – validated diagnostic protocols used to detect Phytophthora ramorum, Ralstonia solanacearum R3B2, Plum Pox virus, and Citrus Greening (HLB) pathogens; as well as new diagnostic protocols being validated for Potato Cyst Nematode, Potato Wart, Phytophthora kernovii; and insect molecular diagnostic tests currently under development for Light Brown Apple Moth and Pink Bollworm. This platform is 100% compatible and expandable with identical platforms/equipment currently housed and operated from the PPQ ER Domestic Identifier Laboratory at Penn State University; the PPQ Molecular Diagnostic and PPQ-CPHST-NPGBL Laboratories co-located at Beltsville, MD; as well as the Great Plains Diagnostic Network hub laboratory at Kansas State University. At NPGBL, all training on new real-time PCR diagnostic techniques is conducted on this platform exclusively. Like the basic Smart Cycler platform of a laptop computer and a primary processing block, the add-on Cepheid processing blocks are small, lightweight and portable. They can be easily deployed into the field or outside-of-laboratory locations with minimal effort. Interested sources that are capable of providing the equivalent supply listed above are encouraged to submit statements of capability to the contracting office. Small business concerns are encouraged to participate. This is not a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive (i.e., non-brand name) procurement. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Please provide past performance and references regarding your ability to provide this supply and service along with your Statement of Capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
