Description

This is a combined synopsis/solicitation for services in which the government intends to acquire in accordance with FAR Part 13, Simplified Acquisitions Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service, Conservation Biology Division located in Seattle, WA has a requirement for a contractor to assist in scoping and assessment of the Entiat IMW, will assemble technical and regulatory information and tools to enable habitat restoration practitioners to proceed with the design, permitting, and construction of habitat restoration projects in a manner that is consistent with the Entiat IMW partnership's study plan. Proposed contract includes the following tasks: 1. Information Synthesis and Management- Compile and make publicly available, pre-project design data that adequately characterizes the watershed, geomorphic reaches, priority restoration areas, and suitable project types. 2. Public and Key Stakeholder Involvement-Implement a public involvement plan to manage stakeholder participation in planning and development. 3. Permit Plan-Update permit plan as the analytical project work plan is developed by Entiat IWM partnership. 4. Funding-Based on the Entiat IWM partnership work plan, estimate the potential costs of the proposed Entiat IMW pilot project and participate in regional processes to identify a funding process consistent with the study plan timeline. 5. Project Management and Coordination-Coordinate and collaborate with the large number of project partners involved in the Entiat IMW and related habitat restoration, salmon recovery, and monitoring efforts to ensure continued progress. See attached statement of work for a complete description of services. All interested concerns must submit a quotation and documentation demonstrating the qualifications to provide services as described above within fifteen (15) days of the publication date of this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. A firm-fixed order will be issued with period of performance that will start from date of award through Sept 30, 2010.
