Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, F3H3G38185A001, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-21. This procurement is a 100% Service Disabled Veteran Owned Set-Aside IAW FAR 19.502-2 (a). The NAICS code is 238220 and the small business size standard is $13.0 Million. The following commercial items are requested in this solicitation; Statement of Work for Purchase and install 3-ton fan coil to cool user installed equipment. Statement of Work Offutt AFB Project SGBP 08-4001, Rpr A/C B500 ADT Scope: The work covered by this Statement of Work consists of all labor, equipment, and materials; and in performing all work required to install a 3 ton fan coil unit with associated controls, chilled water piping, valves, power supply with conduit and disconnects as required, condensate piping in room BF16 of Building 500 US STRATCOM at Offutt AFB, NE. Major Items of Work: a. Disconnect and remove existing 1.5 ton fan coil unit. Deliver to CE at a location of their choosing in B500. Remove piping specifically associated with this unit, cap at take-off. b. Purchase and install 3 ton fan coil unit suspended from ceiling in room BF16, connect to existing thermostat on wall opposite door. Ceiling in the space is metal pan. c. Tap existing chilled water supply and return piping in mechanical room (less than 100') with shut off valves at main branch take off and run new supply and return piping to new unit. Size pipe per manufacturer's recommendations. Insulate piping with 1-inch polyisocyanurate closed cell insulation with vapor retarder film. d. Connect condensate piping from new fan coil unit to existing condensate piping. e. Connect to existing electrical serving existing fan coil unit. Location of Work: The work location is at Building 500 STRATCOM room BF16, Offutt AFB, Nebraska. Shop Drawings: N\A General: Access to Building 500 US STRATCOM is restricted. Contractor will have to coordinate with Facility Management for access/escort to the work area. Coordinate all work activities with Facility Management as some ceiling spaces are alarmed. Care must be taken when working around computer equipment. Contractor is responsible for protecting the equipment in the area during the project. Codes: The work shall conform to the latest applicable Unified Facilities Criteria (UFC), International Mechanical & Plumbing Code, NEC. Occupancy: During construction the Government will occupy the existing facilities. The contractor shall not restrict nearby pedestrian or vehicular traffic to this facility and shall coordinate construction with the Contracting Officer to minimize conflicts and to facilitate usage. The contractor shall perform the work so as not to interfere with ongoing operations. Utility/Service Interruptions: The Contracting Officer shall be notified not less than 3 calendar days in advance of any interruptions of building utilities/services. The contractor shall describe in writing the work to be done and the time and duration of the interruption. No work shall be done until approval is received from the Contracting Officer. Coordination: The contract drawings indicate the extent and general location and arrangement of the equipment. If any conflicts occur necessitating departure from the contract drawings, details of the departure and the reasons for the departure shall be submitted to the Contracting Officer for written approval. The contractor shall coordinate and properly relate the work to be done to the site and to the work of all the trades. The contractor shall visit the premises and thoroughly familiarize him with all the details of the work to be done and the working conditions. The contractor shall verify all of the dimensions in the field, and advise the Contracting Officer of any discrepancy before performing any work. Repair of Work: The work shall be carefully laid out in advance. Where cutting, channeling, chasing, or drilling of floors, walls, partitions, ceilings or other surfaces is necessary, it shall be done carefully. Any damage to buildings, piping, or equipment, shall be repaired by workers skilled in that particular trade, at no additional cost to the Government. Clean Up: The contractor shall assure that the work area is cleaned up at the end of each day. Debris and trash shall be removed and properly disposed of by the contractor outside the confines of Offutt AFB. Work Schedule: The working hours for this contract shall be between 0800 and 1700 hours daily, excluding Saturdays, Sundays, and Federal Holidays. Performance Period: 5 Days Test: After the installation is completed, and at such time as the Contracting Officer may direct, the contractor shall conduct an operating test for approval. The equipment shall be demonstrated to operate in accordance with the requirements of this Statement of Work and the FOB: Destination for delivery to Offutt AFB, NE 68113. Quotes will be evaluated and awarded to the offeror with the lowest price.
