Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division intends to purchase one (1) each of industrial trailers in accordance with the Statement of Work shown below. This requirement shall be awarded under Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code is 336212 with a size standard of 500 employees. This requirement is 100 percent set-aside for small business distributors and FAR 52.219-6 Notice of Small Business Set-Aside (June 2003) is applicable. The award shall be firm fixed priced. The delivery shall be 15 September 2008. Any questions concerning the specifications should be received by 08 August 2008 to ensure timely evaluation and award of this requirement. This requirement is DO rated. Award of this requirement shall be based on ability to meet specifications, delivery schedule, price, and past performance. FOB Destination Dahlgren, Virginia shall apply. C.1TRAILER BOX AND FRAME C.1.1The trailer shall be of all steel undercarriage, box frame or I beam, structural skeleton, and exterior wrapped in aluminum sheet.C.1.2The lower half of the front section shall have a stainless steel gravel protection plate.C.1.3The trailer shall have three (3) torque flex or equivalent axles, each rated for seven thousand (7,000) pounds.C.1.4All axles shall have electric brakes.C.1.5The axles shall be mounted so that between seven and ten percent (7% - 10%) of the empty weight of the assembly, described in this specification, results in the total tongue weight. Allowance shall be made for an eleven hundred (1,100) pound weight in the generator compartment.C.1.6The trailer shall be thirty-four (34) feet long, inside dimension (minimum). If the selected vendor has a stock size that is as much as several feet longer and meets all other criteria, this is acceptable.C.1.7The trailer shall meet all applicable Department of Transportation (DOT) regulations for over road towed vehicles.C.1.8The trailer shall be a tag-along design not fifth wheel.C.1.9The trailer tongue length shall be sixty (60) inches (extended tongue) from intersection of box section to centerline of ball receiver assembly.C.1.10 The trailer tongue area shall be covered with aluminum diamond plate one-quarter (1/4) inch thick (minimum).C.1.11 The trailer tongue shall have an electric (12Vdc) jack capable of raising the full weight of the trailers tongue.C.1.12 The trailer shall have a battery mounted on the tongue, below the surface to allow the tongue to be used as a mounting platform. The trailer shall have a 2 & 5/16 inch diameter ball receiver hitch.C.1.13 The trailer shall have D.O.T. compliant 5/16 safety chains with clevis hooks and safety latch. C.2INTERIOR REQUIREMENTS C.2.1The trailer shall have finished inside height dimension of ninety-six (96) inches.C.2.2The trailer shall have a vinyl/linoleum finish on the floor.C.2.3The trailer shall be finished inside with a white plastic wallboard.C.2.4The exterior color shall be light beige.C.2.5The trailer shall have two inches (2) of closed cell foam insulation in the walls and ceiling.C.2.6The trailer shall have ramp-style rear doors with aluminum anti-rack cam bar lock opening.C.2.7The trailer shall have one (1) thirty-six inch (36) wide, flush lock, man doors located near the front (or rear).C.2.8The trailer shall have two (2) lockable hatches with a lockable fuel door, with openings approximately twelve (10) inches high by eighteen (10) inches long (10 x 10), one on each side located approximately center of the trailer length and center of the trailer height.C.2.9The trailer shall have sixteen (16) inch diameter, load range D tire sizes, mounted on eight (8) lug wheels (minimum width seven and one half (7 ) inches, rated 3,300 lbs. at 65 psi.C.2.10 The trailer shall have one (1) spare tire mounted on the trailer tongue.C.2.11 The trailer shall have a 5,000 pound scissor jacks mounted on each corner.C.2.12 The trailer shall have a safety light package; i.e., brakes, turn signal, and marker lights (12Vdc) with the appropriate wiring harness to allow the electric axle brakes to respond to an industry standard brake controller.C.2.13 The trailer shall have an enclosed box for a motor generator with separate door(s) accessible from the exterior, one on each side of box. The dimensions for the generator enclosure are: thirty-six (36) inches wide, and thirty-six (36) inches high, and extend the full width of the box.C.2.14 The generator box shall have both door(s) with ventilation capability; i.e., louvers.C.2.15 The trailer shall have a diesel fuel tank (twenty-five (25) gallons minimum) mounted beneath the floor of the trailer. The fuel tank shall accept fuel from the skin of the trailer. The fuel tank shall be equipped with a fuel level gauge. C.3ELECTRICAL REQUIREMENTS FOR TRAILER C.3.1The trailer shall be wired using a Square D one hundred (100) amperes main lug, panel box one hundred twenty-five (125) amperes, twenty-four (24) space surface mount.C.3.2The trailer shall be wired to accept a Hubbell one hundred (100) amperes connector for line power (five pole).C.3.3The trailer shall be wired with a shore power/generator switch to allow switching from generator to line power.C.3.4The Square D panel box shall have one 110 (one ten) amperes breaker box.C.3.5The Square D panel box shall have the remainder of the slots fitted with twenty (20) amperes breakers.C.3.6The interior walls shall have six (6) multiple plug 120V outlets mounted equally spaced on the side wall(s), fifty-five (55) inches above the floor and two equally spaced on the front wall, fifty-five (55) above the floor.C.3.7Each outlet circuit shall be wired so that no more than two (2) receptacles are on one breaker.C.3.8The trailer shall have a weather resistant receptacle mounted on the right front and left rear corner of the trailer, each on separate twenty (20) amperes Ground Fault Interrupt (GFI) breakers.C.3.9The trailer shall have eight (8) 110V fluorescent light fixtures equally spaced about the length of the trailer with the on/off switch located near the rear main door.C.3.10 The trailer shall have three (3) 120V incandescent fixtures mounted equally spaced on each side for a total of six (6). The fluorescent and incandescent fixtures shall have separate breakers. C.4HVAC REQUIREMENTS C.4.1The trailer shall have two (2) 13.5 British Thermal Units (BTU) units for cooling and heating. C.4.2The units shall operate on 110 Volts each; these are comparable to recreational vehicle, roof mounted air conditioners with heat strips. C.4.3The units shall be mounted as follows: one centerline and forward of axles, the other shall be mounted aft of the axles. C.5ROOF RACK C.5.1The trailer shall have a roof platform extending from the front edge of the box aft for ten (10) feet back. The platform shall be capable of withstanding a load of one thousand (1,000) pound distributed and a point load of two hundred (200) pounds.C.5.2The trailer shall have one removable aluminum ladder mounted on the front of the box section above the tongue, to provide access to the roof platform. C.6MOTOR GENERATOR REQUIREMENTS C.6.1The motor generator shall be self-contained except the fuel tank (complete with radiator ready to run).C.6.2The motor generator shall be twelve thousand (12,000) watts output (plus or minus 1,000 watts).C.6.3The motor generator shall have a pure sine wave electrical output, voltage regulation +/- 2% (no load to full load), +/- 1% Frequency regulation (no load to full load), +/-.6% random frequency variation for constant load, +/-.5% for random voltage variations for constant loads.C.6.4The motor shall be a liquid cooled diesel powered in-line three-cylinder (3), four (4)-cycle design.C.6.5The motor shall be computer controlled for constant speed.C.6.6The motor shall not exceed fuel consumption of;.11 gallons per hour (gph) (no load),.48 gph (half load), and 1.2 gph (full load).C.6.7The motor generator shall be fully enclosed to reduce noise level, not to exceed 68dB(A) at ten (10) feet before installation, at full load.C.6.8The motor generator set shall not exceed eight hundred twenty (820) pounds (wet) maximum weight.C.6.9The motor generator shall be forty-one (41) inches long.C.6.10 The motor generator shall be twenty-four and one half (24.5) inches wide.C.6.11 The motor generator shall be twenty-seven (27) inches high.C.6.12 All service and maintenance points for the motor shall be readily accessible.C.6.13 The motor shall have an automatic glow plug feature.C.6.14 The motor generator shall have a remote start panel with DC voltmeter display.C.6.15 The motor shall be twelve (12) volt start capable. C.7ELECTRICITY REQUIREMENTS FOR GENERATOR C.7.1The generator shall have a digital voltage regulator.C.7.2The generator shall be 120/240 Voltage capable.C.7.3The generator shall be capable of 100/50 Amperes output.C.7.4The generator shall be 120/240 Voltage capable.C.7.5The generator shall be single phase sixty (60) Hertz capable. This announcement is the only quotation being issued. The quotation number is N00178-08-Q-1240.
