Description
It is the intent of this agency to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This agency intends to award to Clark MacDill Design Build LLC, 4401 Wilson Blvd Suite 600, Arlington VA 22203. The 6th Civil Engineer Squadron requests the installation of a manhole and duct bank system to support the government’s Command and Control (C2) communications requirements in the privatized housing area for United States Central Command (USCENTCOM), United States Special Operations Command (USSOCOM), and the 6th Air Mobility Wing (6 AMW). In particular this system will support C2 communications in 27 General Officer (GO) and 26 Senior (O-6) Officer (SO) houses (a total of 53 houses) which are being built in the privatized housing area by Clark Realty as part of their 50 year housing privatization lease agreement with the government. This lease includes the demolition of 507 existing houses and the construction of 331 new houses. This project will provide a manhole and duct bank system from building P40 to a new communications shelter at the intersection of Phantom Dr and Tampa Point Blvd and continuing the length of Constellation Blvda run of approximately 14,286 linear feet. This duct bank will consist of 4 four-inch ducts, two (2) of which will be multi-cell. The duct banks will either be direct buried or pulled into place with directional boring equipment. This system will bring C2 communications capability to the 53 GO/SO houses cited above. It is likely that award to any other source would result in a substantial duplication of costs to the Government that is not expected to be recovered through competition and would result in unacceptable delays in in fullfilling the agency’s needs. In addition, other alternatives were looked at with other agencies to have this accomplished however because of the proprietary design data and the high duplication of costs, it is in the best interest of the government to have Clark MacDill Builders perform this additional yet interrelated work. Clark owns the proprietary design data for the privatized housing area and is currently 80% complete with the design stage for the government C2 manhole and duct bank system. To avoid substantial cost duplication the government must be ready to execute installing this system alongside the project owner’s underground utilities down Constellation Blvd. If the manhole and duct bank system installation does not coincide with the installation of underground utilities, then it will have to be rerouted around Constellation Blvd to avoid incurring delays in the project owner’s development plans. The proposed construction period of underground utilities by the project owner is Sep – Nov 08. This requirement will have a Period of Performance with an estimate of 75 days to complete this project with paving of Constellation Blvd scheduled for the last week of Nov ’08. This project must commence no later than 1 Sep 08 to keep this project on schedule to meet the BOD. The requirement requires, and will use, FY08 3400 O&M Funding. The 6th Air Mobility Wing (6 AMW) has the responsibility of providing base support to Headquarters, United States Special Operations Command (USSOCOM) in accomplishing its day-to-day mission fighting the Global War on Terrorism. The 6 AMW has successfully provided base support 24-hours a day, seven days a week. To continue to provide the communications support required, the base communications infrastructure must be extended into the privatized housing area. USSOCOM and US CENTCOM has a valued interest in this infrastructure, because it will provide senior leadership with communications connectivity to Defense Information System Network in their residences. This connectivity is necessary to support war fighters in the AOR. USSOCOM supports the requirement to extend the communications infrastructure into the new privatized housing area. Without the communications infrastructure extension, the mission may be jeopardized and risk the lives that depend on our support.
