- Sources Sought Synopsis The 95th Contracting Squadron (95CONS) is seeking potential sources capable of providing Propane Delivery Services for Edwards AFB, CA. The contractor shall provide all management, personnel, tools, vehicles, supplies, materials, equipment, and labor necessary to provide and deliver propane to two 10,000 gallon tanks located on Edwards Air Force Base (EAFB), and the Air Force Research Lab (AFRL), in accordance with federal, state, local environmental laws and regulations. All work shall comply with government and commercial standards, whichever is more stringent. The North American Industry Classification System (NAICS) number for this effort is 424710. Please indicate your firms small business status. Contract award is estimated to take place August 2008. This synopsis constitutes one form of early industry involvement and the Government requests industry recommendations, opinions, and feedback. This synopsis is for planning purposes only, and does not constitute a solicitation for bids/proposals. Responses will assist the Government in determining whether to set-aside/restrict competition in some way or solicit offers from all responsible sources. All interested parties who believe that they can meet the requirements are invited to submit in writing the complete information describing their capability and qualifications to provide the aforementioned support services. Please include your company name, point of contact, address, telephone number, Duns & Bradstreet Unique Numbering System (DUNS) number, Central Contractor Registration (CCR), and Commercial and Government Entity (CAGE) code. Additionally, please provide a general description of your company with proven ability to meet the requirements and a description of historical or current similarly held contracts. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the effort on a full and open basis based on the responses to this Sources Sought Synopsis is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this announcement. Information on registration and annual confirmation requirements may be obtained at www.ccr.gov. Responses to this Sources Sought Synopsis are due by 1 p.m. Pacific Daylight Time on Friday, 15 August 2008. 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. The ombudsman may not serve as an advocate for any party. (b) Before consulting with an ombudsman, concerned parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timeliness for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Douglas P. (d) The ombudsman has no authority to render a decision that binds the agency.
