- SPAWARSYSCEN Charleston intends to issue a Request for Proposal (RFP) toprovide for commercial off-the-shelf (COTS) Firewall and Server Load Balancing(FWSLB) appliances. The objectives of the FWSLB are to efficiently distributetraffic by providing fast reliable access to services on multiple serverswithin theInformation Assurance (IA) suite and to provide integration within the existingplanned SPAWAR Charleston Navy Fleet NOC network infrastructure. A Draft Requirements document is included as Attachment 1. The procurement is being solicited as a full and open procurement. TheGovernment intends to make a single award of an Indefinite Delivery/IndefiniteQuantity Firm Fixed Price commercial type contract issued in accordance withFAR Part 12. Award will be made on a best value basis, considering technicalacceptability and price. The period of performance will be an extendedordering period of four (4) years. The applicable NAICS code is 541512 with asize standard of $25 million. The estimated value of this procurement is $10M. Any questions relating to this announcement are due 10 days from the datethis notice is published, and no later than 1400 (EST). It is anticipated thattheRFP will be available on or about 15 August 2008 on the SPAWAR E-CommerceWebsite: https://e-commerce.spawar.navy.mil. Each offeror is responsible formonitoring this site for the release of the RFP and any related amendments,subsequently downloading their own copy of the RFP and applicabledocuments. All responsible soures may submit a proposal, which shall beconsidered by the agency in response to this RFP. Respective offerors arerequired to supply the name and address of their company, a point of contactname, e-mail address and telephone number with their proposal. On-line RFPsare available 24 hours a day, seven days a week. No paper copies will beissued. No telephone inquiries for the RFP will be honored. It is theresponsibility of the recipient of this RFP to ensure that it and subsequentamendments have been received from the Internet in their entirety.
