- Description
- The Air Armament Center, 708th Armament Systems Group, Eglin AFB FL, is contemplating issuing a modification to the existing contracts with Alliant Techsystems, Inc. and Thales Missile Electronics, LTD. for the Hard Target Void Sensing Fuze (HTVSF) Joint Capabilities Technology Demonstration (JCTD). The modification will add a level of effort for a study to determine and define any physical, electrical, or software changes required for each contractor's HTVSF design as a result of incorporating the GBU-28C/B and GBU-28D/B BLU-122 weapons as a Key Performance Attribute in the follow-on System Development and Demonstration phase of the HTVSF program. The total estimated price for the modification is $300,000 for each contract. As the HTVSF JCTD contracts are being performed under a rolling down-select process, the Government intends to solicit and negotiate with only the contractors cited above under the authority of FAR 6.302-1(a)(2)(iii). Interested parties must have rights to the technical data package(s) for the HTVSF or a signed agreement with the HTVSF contractor(s) to permit sufficient access to the fuze system design(s) and other data necessary to conduct the BLU-122 study. Responses to this synopsis should be submitted for receipt by the Government within 15 days of the publication date and must state whether the potential source is a small business concern IAW FAR 52.219-1. Responders to this synopsis will not be provided the results of the Government evaluation of their qualifying package. The NAICS Code/Size Standards is 332993/500 employees. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONTSTRUED AS A COMMITMENT BY THE GOVERNMENT. An Ombudsman has been appointed to address concerns from offerors and potential offerors. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or Program Manager.
