- SYNOPSIS FOR POSTING The U.S. Fish and Wildlife Service, Denver, CO intends to solicit a commercial item or service, prepared in accordance with the format in FAR Subpart 12.6 (as supplemented with additional information included in this notice) for Digitizing and Interpretation services on a sole-source basis to South Dakota State University. For reference purposes only, this posting will be referred to under Purchase Requisition Number(s): ES0RO0023 and ES0RO0024 and will come under procedures in FAR Parts 12 & 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) FAC 2005-26, effective June 12, 2008. The North American Industrial Classification System (NAICS) number is 541360 and the business size standard is $4.5M. Based on the information at this time, the Government considers the services specified to be sole source from South Dakota University and proposes to negotiate a contract with them on that basis. This announcement constitutes the Government's only official notice of this procurement. This is NOT a request for competitive quotes; it is for notification purposes only and does not constitute a solicitation for bids or proposals. The Government does not intend to pay for any information provided under this synopsis. FWS' salient characteristics that will satisfy the Government's needs for its Digitizing and Interpretation requirement is as follows: Interpretation, digital delineation, and classification of wetland and restorable wetland habitat data for 13 1:24,000 and 25 1:24,000 scale quadrangles in the Prairie Pothole Region of Wells County, North Dakota and Piceance Province oil and gas development region in Colorado respectively. Conduct field verification of said product in conjunction with Service personnel. Perform quality control on all interpretation and verify all digital files using the most current version of the Service's geo-database verification program, making sure all files pass without errors. The data will be created through interpretation of the most recent digital orthophoto quads (DOQs) available using Digital Raster Graphics (DRFs) and imagery (supplied). Provide all digital data in a geo-database format consistent with that developed by the Service, with linear data (if any) in a separate feature class.
