Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA)Fisheries Regional Office Gloucester MA, is issuing notice of intent to negotiate a sole source procurement with VEMCO Halifax Nova Scotia Canada. This requirement is for Vemco Coded Wire Tags, receivers and associated equipment. Vemco is the only manufacturer of these tracking tags that are currently being used in two separate shortnose and Atlantic sturgeon studies. A number of sturgeon have already been tagged with Vemco tags and are currently being actively tracked with the Vemco receivers. The researchers aim to expand the study to increase detection range from Massachusetts and Maine. These Vemco tagged fish can only be detected using Vemco receivers. Given the proven track record of this gear, the urgent need for accurate date, and its integration with equipment currently used by researchers in New England, securing this equipment from Vemco Ltd is the only option in terms of continuity and cost effectiveness. The statutory authority is 41 US 253(c)(1), Only One Responsible Source. The government intends to award a firm-fixed price purchase order for this requirement. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). The applicable NAICS code is 33599. The small business size standard is 500 employees. All applicable awards shall be in compliance with Homeland Security Presidential Directive 12 (HSPD-12). CAR Clause 1352.239-73 Security Processing Requirements for Contractors/Subcontractor personnel for accessing DOC information Technology Systems (JUN 2006) will apply. Interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be submitted by 9:00 AM on August 13, 2008.
